Reintegration Services and Indigenous Community Support

An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 1. Definition of the requirement: Policy on Reciprocal Procurement: the Policy on Reciprocal Procurement does not apply to this procurement. The Correctional Service of Canada has a requirement to provide in person support and assistance to Indigenous offenders to help them enter the workforce, including real-life, day to day mentorship and job preparedness development. The work will involve the following: 1.1 Objectives: The Contractor must provide reintegrative supports to Indigenous offenders, including First Nations, Métis and Inuit, such as Elder support, cultural teachings, counselling and hard and soft employability skills. The Contractor must provide jobsite support and engage with Indigenous offenders to check on morale, workmanship, and identify whether issues that may be arising that require intervention. 1.2 Tasks: The Contractor must provide reintegration and transition support services and interventions through job training including but not limited to: 1. Identifying and triaging, based on need and release dates, Indigenous offenders who require support for release planning. This includes but is not limited to, those who are under CSC custody with a release occurring during the period of the contract and are participating in CSC CORCAN and Pathways initiatives. 2. Providing continuous reintegration services to offenders under the Contractor’s care up to the offenders’ warrant expiry date (WED). 3. Providing in-person visits to Stony Mountain Institution’s minimum-security units as well as visits to the medium and maximum units according to an agreed schedule with CSC, to provide information and identify any Indigenous offenders who require support in the areas that the Contractor can provide. 4. Providing their training program to offenders. 5. Entering eligible offenders into the trainee pool for future employment. 6. Providing in class job training for offenders that demonstrate a need in that domain. 7. Providing job mentorship to offenders. 8. Providing in person support to offenders on the job site to check on morale, workmanship, and to identify issues requiring intervention by the Contractor support team. 9. Offering sweat lodges to offenders once every seven weeks. 10. Offering cultural teachings and engagement with staff through the Contractor’s Knowledge Keeper including lived experience and traditional teachings with the support of a Care Planner responsible for reintegration. 11. Providing on-demand counselling services through the Knowledge Keeper and Care Planner. 12. Offering wrap-around supports including, but not limited to case management, Elder support, cultural teaching, counselling, and skills that will assist them in the labour and trade field. 13. Offering wrap-around support through its training and support department including, but not limited to, housing support, healthy relationship teachings, money management. 14. Offering daily on-the-job check-ins through the Knowledge Keeper and On-Site Support to catch issues that may be arising that require effective, culturally appropriate interventions and reintegration support for First Nations, Métis, and Inuit offenders. 1.3 Expected results: Provision of in person support and assistance to Indigenous offenders to enter the workforce including, but not limited to, real-life day-to-day mentorship and job preparedness development. Provision of reintegrative supports including, but not limited to, Elder support, cultural teachings, counselling and hard and soft employability skills. 1.4 Deliverables: 1.4.1 For the delivery of reintegration support services to Indigenous offenders, the Contractor must collect information and prepare monthly reports in Microsoft Word or Excel and submit these reports by the 15th of the following month. These reports must include: 1. Services and support provided to Indigenous offenders both in institutions, healing lodges and on release in the community. 2. Services and support provided to CSC staff and other community partners. 3. A list of community supports and organizations to which Indigenous offenders were referred under the contract. 4. The Contractor must submit a year-end report by April 15th each year. It must submit all reports to Indigenous Initiatives, Regional Headquarters, Prairies via the following email: pra.rhqindigenousreintegration-reintegrationdesautochtonesar.pra@csc-sc…. 1.4.2 Paper consumption: a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority. b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest. c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements). 1.5 Constraints: 1.5.1 Location of work: a. The Contractor must perform the work at: 1. The Contractor’s place of business in Winnipeg, Manitoba 2. Eagle Women’s Lodge, Winnipeg, Manitoba 3. Stony Mountain Institution, Winnipeg, Manitoba 4. Jobsites in Winnipeg, Manitoba as identified by the Contractor in consultation with CSC 5. Institutions in Manitoba and within Winnipeg, Manitoba 1.5.2 Language of Work: The Contractor must perform all work in English. 1.5.3 Security Requirements: This contract includes the following security requirements: SECURITY REQUIREMENT FOR CANADIAN SUPPLIER: PWGSC FILE No. 21120-26-5393440 1. The Contractor must, at all times during the performance of the Contract, hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC). 2. The Contractor personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC. 3. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC. 4. The Contractor must comply with the provisions of the: a) Security Requirements Check List and Supplemental Security and Classification Guide (if applicable), attached at Annex C. b) Contract Security Manual (Latest Edition). 2. Criteria for assessment of the statement of capabilities (minimum essential requirements): Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: The Supplier must have 3 years of experience, within the last 5 years prior to the closing date of this ACAN, in providing a program that hires and trains Indigenous offenders for careers in the trades in Manitoba. The program must include preparation for reintegration from incarceration to release, to a job opportunity upon release. The Supplier must have 3 years of experience, within the last 5 years prior to the closing date of this ACAN, in providing a program to meet the needs of Indigenous offenders in the area of development of soft skills including, but not limited to, workplace culture, money management, parenting, healthy relationship training, cultural teachings and hard skills that include, but are not limited to safety certification and tool training. 3. Applicability of the trade agreement(s) to the procurement This procurement is not subject to any trade agreement. 4. Set-aside under the Procurement Strategy for Indigenous Business This procurement is set-aside for an Indigenous Supplier in accordance with the government Procurement Strategy for Indigenous Business (PSIB). Therefore, only suppliers who meet the definition of an Indigenous business, as defined in the PSIB, may submit a statement of capabilities. 5. Comprehensive Land Claims Agreement(s) This procurement is not subject to a Comprehensive Land Claims Agreement. 6. Justification for the Pre-Identified Supplier The pre-identified supplier has the specialized capability to deliver culturally appropriate, in person wrap-around employment and reintegration services to Indigenous offenders within the geographic area served by CSC institutions in Manitoba. The pre-identified supplier is the only organization currently capable of delivering these services in a manner that meets CSC’s operational, cultural, and rehabilitative requirements. A review of available providers confirmed that no alternative organizations offer equivalent culturally appropriate wraparound employment services for Indigenous offenders within accessible proximity to the institutions. The pre-identified supplier meets all of the minimum essential requirements described in this ACAN. 7. Government Contracts Regulations Exception(s) The following exception to the Government Contracts Regulations is invoked for this procurement under subsection: (d) only one person is capable of performing the contract. 8. Exclusions and/or Limited Tendering Reasons This procurement is not subject to any trade agreement. 9. Ownership of Intellectual Property There are no intellectual-property terms in the contract. 10. Period of the proposed contract or delivery date The proposed contract is for a period of one (1) year, from October 1, 2026 to September 30, 2027 with the option to extend the contract for one (1) additional one (1) year period. 11. Cost estimate of the proposed contract The estimated value of the initial contract period is $209,998.95 (GST/HST included). The contract also includes an unfunded option period. 12. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 14. Closing date and time for a submission of a statement of capabilities The closing date and time for accepting statements of capabilities is September 28, 2026 at 2:00 PM EST. 15.
