Relocate Siemens Hi-Path System/Console

NOTICE OF INTENT TO AWARD SOLE SOURCE The 439th Contracting Office Westover ARB intends to award a sole source, firm fixed price contract Siemens Enterprise Communications, Inc. ICO Synnex Corp 5500 Broken Sound Boulevard Boca Raton, FL 33487 for relocation of Siemens Hi-Path System/Consoles from Building 7084 to Building 2510. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Telephonic inquiries will not be accepted. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements. Interested parties may identify their interest and capability to response to the requirement or submit proposals. All proposals received by the appointed due date will be considered by the Government. A determination by the Government not to compete with this proposal based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the sole source requirements as follows: The current Siemens consoles located in Bldg 7084 (Fire Department Dispatcher) shall be moved to Bldg 2510, Security Forces (Law Enforcement Dispatcher). This shall be accomplished by moving all telephone pairs associated with Siemens calling pairs, point-to-point circuits that shall interface with command post, maintenance operations center and law enforcement desk. Additional circuits that shall be moved to interface with Siemens console: a. Remote opening closing fire station garage doors b. Main entrance door after hours remote access c. Primary crash net d. Secondary crash net e. Public address system f. Weather station components g. Alarm monitoring Bldg 1510 (Computer Server Room) h. Base water system monitor (SCADA System) i. Back up base telephone primary numbers +1 (555) 000-0000 and +1 (555) 000-0000 j. Bunk room light over ride during quiet hours k. Western Massachusetts Law Enforcement Channel (WMLEC) mutual aid radio and antenna l. Land Mobile Radio module consolette W9, W7 and Radio Base Station MC 3000 m. Digital Voice Recorder n. Siemens computers o. Entrance shall allow for the remote opening and closing of fire station garage doors, entrance doors after hours, primary crash net, secondary crash net, station alert tones, public address system announcement, weather station components, alarms system for high temperature monitoring Bldg 1510 (Server Room), Base water system monitor (SCADA System), back up telephone extensions +1 (555) 000-0000, +1 (555) 000-0000 when primary central telephone switch is inoperable. p.
