AI Contract Overview
The Naval Air Systems Command plans to negotiate and award a sole source, firm fixed price contract to Eaton Mission Systems Division in Davenport, Iowa, for the relocation and qualification of manufacturing of the FLU-8B/P Automatic Inflation Device and its associated batteries. The FLU-8B/P is a vital safety device designed to automatically inflate aircrew life preservers upon water immersion after ejection from aircraft equipped with ejection seats. This device uses an electro-explosive primer to activate a CO2 cylinder for inflation. While production of the FLU-8 has historically been at Eaton’s Orchard Park facility, the manufacturing is transitioning to their Davenport facility. The contract requires Eaton to successfully relocate manufacturing operations, validate production capability, and deliver first article test samples of the qualified FLU-8 design. This procurement will follow FAR Part 6.302-1, designating Eaton Mission Systems Division as the only responsible source capable of meeting the government's needs due to their unique engineering expertise, resources, and proprietary technical data. The government lacks the technical data package necessary to produce the device, making Eaton the sole qualified manufacturer. Interested parties for subcontracting are directed to contact the Navy contracting personnel by email, and all responses to the presolicitation must be submitted electronically by the stated deadline. The contract is managed by the Naval Air Warfare Center Air Division at Patuxent River, Maryland, with performance located in St James, Maryland.
