FY26-DDOT-TPA-State Freight Plan UpdateThe District of Columbia Department of Transportation is preparing a State Freight Plan Update for fiscal year 2026 to comply with requirements under the Infrastructure Investment and Jobs Act, which mandates that each state develop a comprehensive, eight-year freight planning strategy to remain eligible for National Highway Freight Program funding. This plan must be fiscally constrained, outline a prioritized list of freight investment projects, and clearly articulate how the District will allocate and match its federal freight funds to enhance freight movement efficiency, resilience, and connectivity across multimodal systems. The update will serve as the official framework guiding both immediate and long-range freight infrastructure investments within the District, ensuring alignment with federal mandates and regional transportation goals. The plan will detail the District’s strategies for addressing freight-related challenges, including congestion, terminal access, emissions reduction, and intermodal coordination, while also establishing measurable outcomes and performance metrics tied to the funded initiatives. All projects included in the investment plan must be justified through data-driven analysis and integrated with existing regional transportation plans. This update is not merely procedural but critical to securing and sustaining federal funding for freight infrastructure, requiring coordination across agencies, stakeholders, and the private sector to ensure effective use of resources and accountability in program execution.
