Remedial Repair and Calibrations Services for Coordinate Measuring Machines

This contract action is a sources-sought solicitation issued by the Department of Defense, specifically the Rock Island Arsenal – Joint Manufacturing and Technology Center, for remedial repair and calibration services on a fleet of Coordinate Measuring Machines (CMMs), including two Sheffield Model D-28/Discovery units, three Brown & Sharpe Model Global Advantage units, and one Sheffield Model Pioneer 8-12-6 unit. The solicitation is sole-sourced to Hexagon Metrology Inc., and the Government intends to award a firm fixed price contract to the lowest priced, responsive, and responsible offeror based on compliance with the Scope of Work and mandatory technical qualifications. Key requirements include that the service technicians must be factory-trained in servicing Brown and Sharp or Sheffield/Apollo machines and have a minimum of three years of hands-on experience with these specific CMM models. The contractor must also demonstrate possession of the necessary equipment to perform calibration and repair services in accordance with ANSI Z-540-1 standards and N.I.S.T. traceability, with additional calibration requirements for the Nikon Horizontal CMM to meet ISO 17025 standards. All repairs and preventive maintenance must be authorized by the Contracting Officer or Contracting Officer’s Representative and supported by a detailed Service Acceptance Report that itemizes labor and parts, submitted within 48 hours of completion and prior to invoicing. The contract has a one-year initial performance period with up to four optional extension years at the Army’s discretion, and services will be provided on an as-needed, on-call basis at Rock Island Arsenal, Illinois. The contractor is responsible for shipping all parts and equipment to and from the facility under FOB terms, adhering to hazardous materials labeling and disposal requirements, including Hazardous Waste manifests and Land Disposal Restrictions. Technician access to the installation requires completion of AT Level I security awareness training within 60 days of contract start, possession of a favorably adjudicated NACI or higher background check for Common Access Card eligibility, and compliance with Random Antiterrorism Measures Program procedures, including ID badge wear and vehicle searches. The contractor must also comply with Army cybersecurity regulations, prohibiting non-government devices from connecting to government networks without prior authorization and requiring notification of firmware or software updates to the Contracting Officer’s Representative within 15 days.
