Remediation and Specialty Cleaning Services

The Department of the Navy, through NAVSUP Flt Logistics Ctr Norfolk, is soliciting professional biohazard remediation, specialty cleaning, and mechanical HVAC air system cleaning services for two facilities at Naval Station Norfolk, Virginia. The scope of work covers Building R-50, a 13,000 square foot two-story facility requiring above-ceiling remediation of rodent contamination and removal of flaking paint, and Building U-117, a 30,000 square foot single-story facility requiring comprehensive HVAC air distribution network cleaning and targeted biohazard extraction. All services must be performed in accordance with NADCA standards and comply with DoD, DoN, OSHA, CDC, and EPA guidelines. The project is a total small business set-aside with a firm fixed-price pricing arrangement. The period of performance is scheduled from September 30, 2026, to November 25, 2026. Award will be based primarily on price, although the government may consider past performance if the lowest quote is determined not to represent the best value. Key technical requirements include the use of 6-mil poly containment barriers, strict adherence to biohazard waste packaging and labeling standards, and the use of the Wide Area WorkFlow system for electronic invoicing. Offerors must submit quotes including fully burdened labor rates and estimated levels of effort to Contract Specialist Connie Totaro by the specified deadline.
