The National Park Service West Contracting Office is soliciting quotes under solicitation number 140P5223Q0032 for the removal of hazardous and downed timber and underbrush along approximately 44.5 miles of the Natchez Trace National Scenic Trail, including the Highland Rim, Potkopinu, Rocky Springs, Yockanookany, and Old Natchez Trace sections. This project is a total small business set-aside under NAICS code 561730. Due to the historic nature of the corridors, which have been in use for approximately 10,000 years, contractors must demonstrate prior experience working on historic trails and exercise extreme care to avoid damaging roadbeds and erodible banks. The scope of work prohibits the use of heavy equipment on trails and mandates adherence to seasonal work restrictions from September 1st to April 30th, as well as specific hauling and traffic control regulations. The government intends to award a firm-fixed-price contract based on best value, prioritizing technical factors such as historic preservation, equipment, and debris disposal, along with past performance, over price. Interested offerors must be registered in the System for Award Management with a valid UEI number and self-certified under the applicable NAICS code. Quotations were due by June 8, 2023, and were submitted via email to the designated point of contact. Evaluation of proposals focused heavily on the contractor's ability to preserve the integrity of the historic trail system while effectively removing hazardous vegetation.
