Solicitation # N4425526R0005
The Naval Facilities Engineering Systems Command (NAVFAC) is soliciting an Indefinite-Delivery Indefinite-Quantity (IDIQ) Multiple Award Construction Contract (MACC) to support the Shipyard Infrastructure Optimization Program (SIOP) Multi-Mission Dry Dock (MMDD). Located primarily at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility in Bremerton, Washington, the scope includes heavy and civil engineering waterfront facilities as well as commercial and institutional construction using design-build and design-bid-build methodologies. The contract has a maximum aggregate estimated value of 15 billion dollars over a potential 10-year period, consisting of a five-year base and one five-year option. Major task orders are expected to range from 2 billion to 6 billion dollars, though smaller orders for Early Contractor Involvement and Alternative Technical Concepts may be issued. Each MACC holder is guaranteed a minimum of 1 million dollars. Award will be determined via a Best Value Trade-off process where non-price technical factors are more important than price. Evaluation factors include technical approach, experience, safety, and an Alternative Technical Concepts management plan, with past performance serving as the most heavily weighted factor. Offerors must demonstrate significant financial capacity, including a single project bonding capacity of at least 1 billion dollars and an aggregate capacity of 3 billion dollars.
