Renewable Fuel Standard (RFS) Reporting & Compliance Consulting Services

The County of Dane, through the Department of Waste and Renewables, is soliciting proposals for Renewable Fuel Standard (RFS) reporting, compliance, quality assurance, and consulting services. The selected firm will provide technical support and manage the preparation and submission of required reports to the U.S. Environmental Protection Agency (EPA) for the County's Renewables Natural Gas Plant and Offload Station located in Madison, Wisconsin. This work must adhere to federal requirements, including 40 CFR Part 80, Subpart M, the Energy Independence and Security Act, and Biogas Regulatory Rule compliance. The anticipated contract term is five years, with the award granted to the highest scoring proposer based on a points-based evaluation that includes preferences for local vendors. Proposals were due by September 29, 2026, via the County's eProcurement portal and required a cost proposal, a completed vendor questionnaire, and the identification of key personnel with supporting resumes. Successful vendors must maintain specific insurance coverages, including at least $1,000,000 per occurrence for Commercial General Liability, Commercial/Business Automobile Liability, and Environmental Impairment (Pollution) Liability. Payment terms are set at thirty days from the receipt of accepted goods or services, provided invoices include the required purchase order number. Additionally, vendors must comply with OSHA standards, Wisconsin Department of Commerce safety requirements, and the Americans with Disabilities Act.
