Hillsborough County plans to award a noncompetitive contract valued at $25,106.64 to Cale America Inc. d/b/a Flowbird Urban Intelligence for a one-year renewal of automated parking pay station software and maintenance services. This contract supports the County’s existing 26 solar-powered, ADA-compliant pay stations located throughout Hillsborough County, which accept credit cards and cash. The procurement is justified as noncompetitive because Flowbird is the sole authorized provider capable of supplying the proprietary software and maintenance services required for these specific pay stations. The County may extend the contract duration, modify the scope of services, or increase the award amount based on evolving needs. Interested parties who believe they can provide similar goods or services must submit detailed evidence to challenge the award by the specified deadline of September 27, 2024. Challenges are to be directed through the designated communication platform, and the County will evaluate whether genuine competition exists based on the submissions. The contract falls under NAICS code 541511, and the procurement process emphasizes the proprietary nature of the equipment and software, limiting competition to the authorized vendor. The County reserves the right to make adjustments in scope and duration as necessary to accommodate changing conditions or updated requirements.

Full Description

Hillsborough County intends to recommend the award of a noncompetitive purchase to Cale America Inc. d/b/a Flowbird Urban Intelligence, at a total cost of $25,106.64, for the renewal of automated parking pay station software and maintenance services for a one (1) year period for the Conservation and Environmental Land Management Department. The contract will provide ongoing and as-needed software and maintenance support for the County’s existing 26 solar-powered and American with Disabilities Act-compliant automated parking pay stations, which currently accept credit cards and currency at various locations throughout Hillsborough County. This procurement is being made in accordance with the County’s Procurement Policy Section 3-208(10) and is considered a noncompetitive procurement because Cale America Inc. dba Flowbird Urban Intelligence is the only authorized vendor that can provide the required automated pay station software and maintenance services due to their proprietary equipment and software applications. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.

Computer Assisted Mass Appraisal (CAMA) System
Solicitation # RFI-27-00004
The Hillsborough County Property Appraiser is conducting market research through Request for Information RFI-27-00004 to identify experienced vendors and Florida-compliant Computer Assisted Mass Appraisal (CAMA) platforms. The primary objective is to replace the agency's legacy CustomCAMA software with a modern system capable of supporting core appraisal business functions, including Income Approach valuation, Multiple Regression Analysis, and condominium management. This initiative is purely exploratory for informational and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. Key technical requirements include native integration with Esri ArcGIS software, support for Google Street View, Picometry, and Near Map, and the use of cloud hosting models. The system must strictly adhere to Florida Statutes, specifically regarding Save Our Homes caps and TRIM processing. Security is a critical priority, requiring all data and backup centers to be located within the continental United States, support for SAML 2.0 / Azure AD for Single Sign-On and Multi-Factor Authentication, and rigorous data privacy controls. These controls must include role-based access and automated redaction to comply with Florida Chapter 119 confidentiality and exemption rules. Responses are due by November 6, 2026.
