Full Description

The Department of Justice, National Security Division (NSD) intends to award a sole source contract under the authority of FAR 6.302-1 to Owl Computing Technologies Inc. to renew the Software Technical Services and Hardware Warranty of Secure Directory File Transfer System Application 3.0 for the period October 1, 2012 through September 30, 2013 for the following items and quantities: 2-Software Technical Services (Hotline Service and Support and Software Updates) 155 Mbps; and 2-Hardware Warranty for Send-only and Receive-only Communication Cards, and Fiber Optic Cable - 155 Mbps. The NSD has a requirement for: OWL Secure Directory File Transfer System Application, Version 3.0 (EAL4 Certified) 3.3 Volt Universal Cards and associated technical services. A determination not compete this proposed procurement was made because the brand name nature of this product is based on the fact that the OWL's one way transfer system is the only transfer system that is NIAP Common Criteria validated to EAL 4+ and is PL-5 accredited, and is thus a requirement for NSD's multi-system, multi-classification user environments. The contract will be awarded in accordance with FAR Part 13 procedures to include 52.232-18 Availability of Funds and all other applicable FAR clauses which are hereby incorporated by reference. All referenced FAR clauses may be copied at https://www.acquisition.gov/far/loadmainre.html. This is a small business set-aside and the NAICS is 334119 with a size standard of 1,000 employees. This requirement has a Section 508 E&IT Exception in accordance with FAR 39.204(b) is for a national security system; exception is documented and filed in contract folder. Due to the proprietary nature of this product, Owl Computing Technologies Inc. has been found to be the only known source to provide this software and support. Interested parties must submit a written proposal detailing product information that demonstrates ability to provide equivalent software functionality, services and support. Telephone calls will not be accepted, as no solicitation document exist.
