The U.S. Department of Energy's Energy Information Administration plans to award a sole source contract to Platts for a twelve-month renewal subscription of its suite of energy market services. This subscription includes access to industry-benchmark price indices and market news and analysis across multiple energy sectors, such as oil, gas, coal, and international energy business information. Platts is uniquely positioned as the sole provider of these comprehensive services, which include the Platts Oilgram Price Report, Gas Daily, International Coal Report, International Gas Report, and the UDI International Energy Business Directory. The DOE is invoking a sole source exemption due to Platts’ status as the one responsible source capable of fulfilling this need. This notice is not a solicitation for competitive proposals but rather an intent announcement, with an opportunity for any interested firm to submit capability statements and pricing information by a specified deadline if they believe the DOE should consider competition. Submissions must include general service descriptions and relevant past performance. The government retains sole discretion to decide whether to proceed with a competitive procurement based on the responses received. The procurement process follows the exemption under FAR 6.302-1(a)(2)(ii) for sole source contracts, emphasizing reliance on Platts for this specialized energy market data service.

If a firm believes the DOE should not pursue this sole source contract with Platts, they should submit a capability statement and pricing information for the requirement by Monday, July 1, 2013 at 4:00PM (Eastern) via e-mail to contact@example.gov. The written response must include a general statement for services mentioned in this announcement and past performance information for relevant work.
