AI Contract Overview
The renovation of High-Water Reservoir Nr. 2 at the Baumholder Military Community is being procured through a two-step sealed bidding process under solicitation GDP-B0061-5P, with the technical proposal submission deadline set for 5 August 2026 at 17:00 CEST. Offerors must submit a comprehensive technical proposal in English, formatted as a PDF, that includes detailed methods and materials to be used, all compliant with applicable German DIN standards, along with supporting sketches or drawings as needed, and documentation proving authorization to conduct business in Germany. The proposal must be self-contained, requiring no further clarification, and must include a complete 270-calendar-day progress schedule outlining mobilization, materials handling, and work sequencing. Pricing information is strictly prohibited in this first stage. Only technical proposals deemed acceptable or reasonably susceptible of being made acceptable will be invited to Step Two, where sealed bids with pricing will be submitted based exclusively on the previously approved technical approach. Each proposal will be evaluated independently on compliance with the three technical factors: methodology and material specifications, schedule adherence, and business authorization in Germany. The government reserves the right to determine acceptability solely on the submitted materials and may request clarifications only for proposals not clearly acceptable. Bidders may submit multiple technical proposals using different approaches, each evaluated separately. Failure to meet requirements will result in a formal notice of unacceptability. The project falls under NAICS code 237110, and all proposals must be submitted electronically to the U.S. Army Contracting Office in APO, AE, with primary point of contact Rebekah Stone.
