The Portsmouth Naval Shipyard is soliciting quotes for the rental of Mobile Elevated Work Platforms (MEWP) to be performed at Naval Base Point Loma in San Diego, California. This is a total small business set-aside acquisition under NAICS code 532490. The government's preferred requirement is the rental of four JLG Model 600AJ-HC3 units. An acceptable alternative consists of four JLG Model 600AJ units plus one JLG Model 660SJ unit; however, proposals offering the preferred 600AJ-HC3 configuration will be rated more favorably during technical evaluation. The contract is a firm-fixed-price agreement with a base period from September 14, 2026, to May 24, 2027, and two subsequent four-week option periods. If the alternative equipment package is proposed, a separate base period and option periods are defined for the 660SJ unit. The award will be based on the best value to the government, evaluating technical acceptability, past performance, and the ability to meet the requested delivery schedule. Technical submissions must demonstrate compliance with the Statement of Work, which mandates that equipment be no older than three model years and comply with ANSI/SAIA A92 standards. Contractors are responsible for maintenance, repair, and the submission of various data deliverables, including test reports and maintenance plans, via the Wide Area Workflow system. Additionally, the contract requires strict adherence to Operations Security (OPSEC) protocols and compliance with San Diego County wage determinations under the Service Contract Act. All quotes must be submitted via email to the contracting office by September 4, 2026.

*****Amendment 0001 – Summary of Changes:

The purpose of this amendment is to incorporate the following revisions into Combined Synopsis/Solicitation N3904026Q3116:

  • Equipment Requirement Revisions: Updated the requirement to allow an acceptable equipment alternative. The preferred requirement remains four (4) JLG Model 600AJ-HC3 units. The acceptable alternative consists of four (4) JLG Model 600AJ units plus one (1) JLG Model 660SJ unit.
  • CLIN Structure Revisions: Added CLIN 0002 (and associated options, data, and freight items) for the JLG Model 660SJ. CLIN 0002 is required ONLY if the offeror proposes the JLG Model 600AJ alternative.
  • Period of Performance (POP) Updates:
    • CLIN 0001 (600AJ-HC3 / 600AJ): Base Period: September 14, 2026 – May 24, 2027 (36 weeks); Option 1: May 25, 2027 – June 22, 2027 (4 weeks); Option 2: June 23, 2027 – July 21, 2027 (4 weeks).

Note: All other terms, conditions, and provisions of the original solicitation remain unchanged and in full force and effect. Offerors must acknowledge receipt of Amendment 0001 with their quotation.

**NOTE: The Government's preferred equipment configuration is the JLG Model 600AJ-HC3 (CLIN 0001). While the combination package consisting of the JLG Model 600AJ (CLIN 0001) and JLG Model 660SJ (CLIN 0002) is acceptable, a technical quote proposing the preferred JLG Model 600AJ-HC3 units will be evaluated and rated more favorably (preferred) over the alternative 600AJ/660SJ package.

If an offeror submits a quote for the alternative package (600AJ and 660SJ), both CLIN 0001 and CLIN 0002 (including all applicable option periods and associated freight/data items) must be fully priced and meet all mandatory technical specifications to be considered technically acceptable.
