The Federal Bureau of Prisons (FBOP), Federal Correctional Institution (FCI) Terre Haute anticipates the issuance of a solicitation for the award of a firm-fixed-price construction contract for a project titled Repair and Maintain Water Towers at FCI Terre Haute located at 4700 Bureau Rd. South, Terre Haute, IN 47802.
The Federal Bureau of Prisons (FBOP), FCI Terre Haute, located at 4700 Bureau Rd. South, Terre Haute, IN 47802, seeks to award a single contract to a qualified and licensed contractor to provide all labor, materials, and engineering services to include the submittal of a comprehensive 100% Design Package for FBOP approval, encompassing technical material specifications for the following;
- The Contractor shall provide all equipment, tools, specialized materials, skilled labor, competent supervision, safety systems, and incidentals necessary to clean, repair, and test the following two (2) elevated storage structures.
Tank A: FCI and FPC Water Tower
• Design & Capacity: 600,000-Gallon Spheroid Elevated Tank
• Original Fabricator/Year: Pittsburgh Tank (2007)
Specific Required Tasks:
1. Exterior Preparation: Perform high-pressure water washing to clear surface contamination.
2. Exterior Coating: Apply a multi-coat commercial-grade exterior urethane system.
3. Dry Interior Remediation: Spot power-tool clean failed coating zones.
4. Dry Interior Coating: Spot-prime and repaint all prepared areas with a specialized epoxy system.
5. Foundation Maintenance: Clean and apply high-durability protection sealant to concrete foundations. Remediate structural voids or failing grout lines beneath the steel baseplate.
6. Overflow Modifications: Furnish and fit an approved, insect/debris-screened flap gate over the overflow outfall.
7. Access Infrastructure: Anchor safety handholds adjacent to the wet interior roof hatch, access tube hatch, and painter's hatch.

13. Seals & Deflectors: Fit food-grade watertight gaskets to the wet interior roof hatches. Anchor deflector bars securely at the draw pipe termination in the wet interior.

Specific Required Tasks:
1. Exterior Preparation: Perform intensive high-pressure water washing (5,000–10,000 PSI) supplemented by mechanical spot power-tool cleaning.
2. Exterior Coating: Overcoat all exterior surfaces utilizing an industrial-grade acrylic coating system.

9. Riser Access: Cut out and construct an upgraded 30-inch diameter access manway into the bottom section of the riser.
10. Corrosion Prevention: Service, calibrate, and verify optimal functionality of the cathodic protection system.
11. Wet Interior Access: Swap out the old hatch for an upgraded 30-inch diameter wet interior roof hatch equipped with an ergonomic safety handhold.
12. Ladder Logistics: Completely substitute the original sidewall and roof ladders with a rigid vertical ladder system, complete with a step-off safety platform and continuous guardrails.
