All tasks require full labor, equipment, materials, and supervision from the contractor, with mandatory compliance with specific installation standards including a minimum 36-inch post depth, prohibitions on post drivers, and the use of approved materials such as six-inch diameter fence posts, steel braces, woven wire, staples, and metallic tracer tape placed at 12 inches below grade. Contractors must adhere to rigorous operational and safety protocols, including obtaining an AF Form 103 Work Clearance Permit before any excavation, following OSHA and AFOSH directives, providing NFPA-approved fire extinguishers on-site, and reporting accidents within 24 hours. Environmental requirements include EPCRA Section 313 Toxic Release Inventory reporting, compliance with Montana Dept of Environmental Quality approvals for non-inert waste disposal, and documentation of any hazardous substances used on-site. Work is restricted to Monday through Thursday and suspended from November 1 through April 15, with no cost allowances for weather delays. All individual gates must be completed on the same day they are started. Submittals for materials and equipment require four copies on AF Form 3000 within ten days of Notice to Proceed, and compliance with Montana state licensing laws is mandatory. To participate in this sources sought activity, respondents must hold an active SAM.gov registration with completed representations and certifications, and submit a capability statement detailing annual revenues, employee size, socio-economic status, any teaming arrangements, past relevant experience in gate or fencing work, and confirmation of required licenses.
