AI Contract Overview
This contract involves the repair of the intersection of Runway 03-21 and Runway 15-33 at Charleston Air Force Base, South Carolina. The scope encompasses specialized construction contract administration, including Critical Path Method scheduling, submittal management, and project closeout. The work requires multi-disciplinary efforts to remove and replace 136 individual pavement panels, each measuring 25 by 25 feet and 24 inches deep, at the intersection of the primary and secondary runways. Work is to be performed during limited night hours (2300 to 0700, Thursday through Monday) to minimize disruption, focusing on three main activities: saw cutting, temporary panel removal and installation, and permanent panel placement. The permanent panels must be constructed with fast-setting concrete capable of reaching sufficient strength within 3-4 hours to accommodate daily aircraft traffic on the runway each morning. Additional tasks include milling and overlaying existing asphalt shoulders, installing runway centerline and edge lighting, applying runway markings, and performing pavement grinding and grooving to ensure smoothness and safety. The project requires contractors to demonstrate their capability with specialized equipment for working with the thick pavement and volumetric mixers for concrete placement. Access to the secure flightline mandates prior coordination and submission of detailed personal information for background checks, which must be submitted by a specified deadline. Amendments to the solicitation have been made, posting a site visit sign-in sheet and updated specifications, and including a question-and-answer form to assist prospective bidders. The deadline for proposal submission is June 15, 2026, and the contracting office is the Department of Defense at Joint Base Charleston. The primary point of contact is Brian T. Hawk.
