AI Contract Overview
The contract seeks a design-build contractor to repair the kiddie pool at the Columbus Club B944 on Columbus Air Force Base in Mississippi, with work required to occur between September 15, 2026, and May 1, 2027, to preserve summer operations. The pool features a fiberglass basin that has developed leaks at the interface with the concrete deck, an undersized skimmer restricting water flow to jets and sprayers, and an undersized deck drainage channel—all requiring redesign and reconstruction in accordance with Unified Facilities Criteria, Columbus AFB Installation Facility Standards, and applicable local and national codes. The contractor is responsible for all site investigations, design development, shop drawing submittals detailing liner adhesion, termination details, and drainage modifications, and construction to deliver a fully functional product with a minimum one-year materials and workmanship warranty, potentially extending to fifteen years for certain components. The acquisition is a Total Small Business Set-Aside under NAICS code 561210, with a firm fixed price structure and a funding range between $25,000 and $100,000, and is subject to the Lowest Price Technically Acceptable evaluation method, where technical acceptability and past performance are more significant than price. All proposals must be submitted electronically by June 22, 2026, and must include a complete and reasonable price breakdown using e4Clicks, RS Means, or Appendix A, along with a technical synopsis demonstrating understanding of the scope and compliance with the Statement of Work and drawings. Contractors must be currently registered in SAM.gov with no active exclusions and must verify their CAGE code. All proposals require a signed MFR Contractor CUI Training Acknowledgment, completion of CUI training slides, and a request for access to locked documents through SAM.gov to receive critical drawings and documentation. Proposals will be evaluated based on pass/fail gates for price completeness, price reasonableness, technical acceptability, and past performance acceptability; failure in any gate disqualifies submission. If awarded, the contractor must furnish performance and payment bonds equal to 100% of the contract value before commencing work, though bonding is waived if the contract price is $150,000 or less. Performance must begin within ten days of Notice to Proceed and complete within 105 calendar days, with daily QCR logs submitted to the CE Inspector and final acceptance contingent on approval of a DD Form 1

Description: The kiddie pool is located adjacent to the main base pool, within the aquatic center enclosure of the Columbus Club B944. The main pool as well as the kiddie pool were originally constructed in the early 1960’s, with alterations and repairs happening in the early 1990’s as well as the early 2010’s. The kiddie pool basin construction type is fiberglass. The kiddie pool has developed leaks at its perimeter, where the fiberglass of the kiddie pool basin meets the concrete deck. The kiddie pool’s existing skimmer is the only means for returning water to the pumping systems. This skimmer is undersized, forcing staff to significantly lower the water supply to the jets and sprayers to ensure the kiddie pool does not overfill. The deck drainage channel separating the kiddie pool from the nearby patio is also undersized.
