AI Contract Overview
The solicitation for the repair of starter/generator components for the USCG MH-65 helicopter, identified as 70Z03826QB0000172, is a combined synopsis and solicitation issued under FAR Part 12 for commercial items, structured as a request for quotation with a firm-fixed price award anticipated on a sole-source basis to Safran Power USA, Inc. The acquisition is restricted, with a small business size standard of $40 million under NAICS code 488190, and all responsible sources may submit quotations, though the agency expects to award solely to the named contractor based on its status as the Original Equipment Manufacturer (OEM) source with the requisite technical expertise, engineering data, and OEM parts availability. The work involves repairing and upgrading specific units with part numbers 2925-01-HS1-5227 and 524-230, requiring full traceability from OEM to delivery, strict adherence to OEM specifications, and airworthiness certification through FAA Form 8130-3 or EASA Form 1, along with a Certificate of Conformance per FAR 52.246-15. All repairs must be completed within 90 calendar days after receipt of components, and deliverables must meet preservation standards for one-year storage and packaging requirements prohibiting popcorn, Styrofoam, or peanut materials, with each item individually labeled with NSN, part number, serial number, and delivery order details. Quotations must be submitted via email to Alex-Marie.B.Midgett@uscg.mil by 10:00 a.m. EDT on July 28, 2026, with the solicitation number included in the subject line, and phone quotes are explicitly prohibited. The delivery term is F.O.B. Destination to the USCG Aviation Logistics Center in Elizabeth City, North Carolina, and invoices must be submitted electronically to ALC-Fiscal@uscg.mil in compliance with FAR 52.232-33. The evaluation criteria are binary and limited to Technical Acceptability — requiring an exact match of part numbers and OEM-authorized sourcing — and Responsibility/Certification Compliance, with no price trade-offs or past performance evaluation, consistent with sole-source commercial item procedures. Offerors must hold ISO 9001 or AS9100 certification, FAA/EASA Part 145 repair station certification
