Title: Pre-solicitation - Repair of the C-5 Automated Flight Control System Panel (AFCSP) and Communication/Navigation Panel (CNP)

Synopsis for this requirement is being issued by AFSC/PZAAB (FA8538).
The 409th Supply Chain Management Squadron (SCMS) / GUMA anticipates a five-year, Firm Fixed Price (FFP) Indefinite Delivery Contract (IDC) for the repair of the C-5 Automated Flight Control System Panel (AFCSP), NSN 5998015998134UC, PN 4V91084-101; and Communication/Navigation Panel (CNP), NSN 5998015999341UC, PN 4V91083-101A to provide all the necessary parts and labor to test and repair the AFCSP and CNP. The anticipated IDC will include one (1) 12-month basic year and four (4) one-year ordering periods.
The proposed contract action is for services for which the Government intends to solicit and negotiate using Other Than Full and Open Competition (OTF&OC) procedures in accordance with RFO Part 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government does not own any production level technical data or specialized test equipment in support of this requirement. As a result, Ducommun Labarge Technologies, Inc – CAGE 08719, is the only known source with adequate knowledge of the C-5’s Automated Flight Control System Panel (AFCSP) and Communication / Navigation Panel (CNP) performance requirements and possession of the required technical data and capabilities needed to repair this item and ensure compatibility of the equipment.
The Government's required delivery schedule is 90 days after receipt of asset. The quantities shown below represent the Best Estimated Quantities for this effort.
