The Department of Defense is conducting market research via a sources-sought request to identify capable sources for the depot-level repair and sustainment of the C-5 aircraft's digital computers, specifically NSNs 7021015615734UC and 7021017028465UC. These components provide the operator interface for the on-board embedded diagnostics system and are critical for in-flight situational awareness of subsystem health. The scope of work includes providing obsolete parts resolution and engineering support to investigate Deficiency Reports and Material Improvement Projects. All repairs must adhere to form, fit, function, and interface requirements specified in Technical Orders 5A13-5-29-3 and 5A13-5-30-3, with a sustainment life cycle extending to 2050. Currently, the government identifies Miltope Corporation as the original manufacturer and the only known source of repair, as the government does not own the necessary technical data rights. Potential respondents under NAICS 811210 must demonstrate their ability to furnish all necessary materials, tools, and test equipment, ensuring replacement parts equal or exceed original quality. Interested parties must submit a Contractor Capability Survey by November 20, 2026, detailing their socioeconomic status, foreign ownership, and compliance with DFARS clause 252.204-7012 regarding cybersecurity and the safeguarding of covered defense information. This RFI is for information purposes only and does not constitute a solicitation for award.
