Repair, Replace TMS Elements 06-1H800

The project titled Repair, Replace TMS Elements 06-1H800 is a forecast effort by Caltrans District 6 to perform routine maintenance on traffic management system elements within the Caltrans right of way in Fresno County. The work is located at various points on State Routes 41 and 180, specifically including areas at McKinley Avenue and Bullard Avenue. The scope of work involves replacing ramp meter cabinets, signal cabinets, vandalized signal conductors, and vandalized pull boxes, as well as installing video detection, reflective backplates, and accessible pedestrian signals. The project is categorized as a routine maintenance activity and is exempt under CEQA and NEPA with no significant environmental impacts. However, the contractor must adhere to strict environmental and safety mandates, including a lead compliance plan developed by a Certified Industrial Hygienist for ground disturbing activities and specific protocols for the disposal of treated wood waste and hazardous electrical equipment. Additional requirements include pre-construction surveys for nesting migratory birds from February to September and the immediate halting of work if unidentified cultural materials are unearthed.
