The 173d Fighter Wing intends to issue an invitation for bid to award a single Firm Fixed Price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the "Repair Roof Hangar 219". The contractor will provide all labor, tools, equipment, and materials to complete this project in accordance with all federal, state, county, and local regulations and codes. They will protect all facilities, grounds, plants, and utilities not scheduled to receive work. They will also repair, repaint, or replace all damaged finishes. The contractor must observe all safety, OSHA, DEQ, and EPA rules and regulations. (14) Days prior to beginning work, the contractor must coordinate with the Base Civil Engineers (BCE) and security operations for base access. Contractors are required to report all labor hours, regardless of contract type via the contract manpower reporting application and federal acquisition regulation (FAR) requirements. The contractor shall submit a construction schedule and material submittal to the BCE for approval prior to construction. This Statement of Work and the drawings are an outline of performance to ensure the contractor understands the basis for design and construction. The contractor will clean-up and dispose of all debris off base at the end of each workday. The contractor shall provide as-built drawings that accurately record all construction efforts prior to project closeout. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36,500,000.00. The magnitude is between $500,000 and $1,000,000. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on-or about 15 July 2016. The tentative date for the pre-bid conference is on-or about 20 July 2016, 9:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference.
