Repair Services for Damages to the Koke'e Aerial Fiber, Kauai, Hawaii

This is a notice that the Defense Information Technology Contracting Organization-Pacific (DITCO-Pacific) intends to award a firm-fixed priced, sole source contract to Kaua'i Island Utility Cooperative (KIUC), 4463 Pahe'e Street, Suite 1, Lihu'e, Hawaii 96766-2000. This is a sole source requirement pursuant to the regulatory authority of FAR 13.501(a), statutory authority of Section 4202 of the Clinger-Cohen Act of 1996 and 10 U.S.C. 2304 (g). The North American Industry Classification (NAICS) code is 517919, and business size maximum is $32,500,000.00. The proposed procurement action is for repair of a fiber optic cable that was significantly damaged by causes out of anyone's control. The fiber optic data line is required to support data transport capabilities between PMRF Barking Sands main base site and PMRF's remote instrumentation sites at Koke'e and Makaha Ridge. The proprietary nature of this requirement is that KIUC owns the fiber optic cable and also owns and manages the electrical utility poles on which the majority of the fiber optic cable is installed on. KIUC is the only company that has ownership and access rights to the installed fiber optic cable. Therefore, As the sole owner of the fiber optic cable, and the owner of the majority of the infrastructure that the fiber cable is installed on, KIUC is the only source available to conduct the repairs.
