Notice of Intent to Issue Sole Source Award The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) intends to issue a sole source Purchase Order under the Test Program for Certain Commercial Items to AT&T Technical Services Company, Inc. (AT&T-TSCO) to provide the Executive Office of the President (EOP) continued support services for Voice Systems Operations and Maintenance (VSOM) telecommunications. Examples of the services provided under VSOM include all switches, switch software, voice mail, associated administrative systems, primary port network, expansion port network, and all voice terminals. This sole-source action will result in awarding a hybrid Firm-Fixed-Price (FFP) / Time and Materials (T&M) Purchase Order to AT&T-TSCO effective May 24, 2016 under FAR Part 13 ¿ Simplified Acquisition Procedures, Subpart 13.5 ¿ Test Program for Certain Commercial Items. This sole source Purchase Order is a temporary solution to continue support of EOP¿s legacy IT system in order to allow sufficient time for EOP to implement Voice over Internet Protocol (VoIP). It is anticipated that the Purchase Order will be for a 3-month base and two (2) 3-month option periods. A single source, AT&T ¿TSCO, has been identified to have the unique qualifications to fulfill the requirement. They are uniquely qualified as they have in-depth knowledge in working with EOP and have extensive historical technical knowledge, skills, and abilities of the VSOM requirement. AT&T ¿TSCO is uniquely qualified to provide the services in the short-term until the full implementation of VoIP. Therefore, it is in the best interest of the government to procure this on a sole source basis to AT&T ¿TSCO. This notice of intent is not a request for competitive quotes. A solicitation is not available. However, firms that believe they can provide these services in their entirety must submit a written notification of interest and capability to the Contracting Officer by the date and time indicated below. AQD will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any Purchase Order. No telephone requests will be honored. Inquiries will only be accepted via e-mail to contact@example.gov and contact@example.gov. The Government will consider responses received by 5:00PM, Eastern Time, April 07, 2016. The North American Industrial Classification System (NAICS) code for this acquisition is 517919 Other Telecommunications and the size standard is $32.5 Million.

V--Exclusive Use Helicopter Flight Services, Yosemite
Solicitation # 140D0426R0068
Solicitation 140D0426R0068 is an Indefinite Quantity contract set aside for small businesses to provide exclusive use helicopter flight services at Yosemite National Park, with a designated reporting base at Crane Flat Helbase. The contractor is responsible for providing a turbine engine aircraft with skid landing gear and dual hydraulics, capable of a 1,500-pound non-jettisonable payload at 7,000 feet pressure altitude and 30 degrees Celsius. Operations involve transporting personnel and cargo for natural resource missions, including search and rescue, fire suppression, aerial ignition, and law enforcement reconnaissance, often operating between 2,000 and 14,000 feet MSL in temperatures exceeding 38 degrees Celsius. The scope of work requires the provision of all pilots, fuel, and a fuel servicing vehicle, with pilots holding at least an FAA commercial pilot certificate and rotorcraft-helicopter rating. The government will award the contract based on best value, utilizing a tradeoff analysis where technical capability, organizational safety, and past performance are weighted equally and are significantly more important than the total evaluated price. Performance periods are estimated for Year Two (March 2028 to February 2029) and Year Three (March 2029 to February 2030). Invoicing must be processed electronically through the Invoice Processing Platform with required Aircraft Use Reports. Strict equipment standards apply, including specific high-visibility markings for rotor blades and color-coded fuel identification for servicing vehicles. Proposals must be submitted via email to the Interior Business Center and organized into volumes covering the offer, technical capability, and organizational safety.
