The U.S. Environmental Protection Agency (EPA), Office of the Chief Procurement Officer (OCPO), Land, Enforcement, and Air Division (LEAD), Office of Air and Radiation Procurement Branch (OPB), under the authority of RFO Parts 12 and 13, is issuing a notice of intent to award a sole source Firm Fixed Price Purchase Order via FedConnect for repairs and on-site installation oversight supporting the existing CAS automatic gas chromatograph (auto-GC) currently sited at EPA’s RTP Air Innovation Research Station (AIRS) facility; shipment of the CAS unit to/from the manufacturer/vendor for servicing, manufacturer/vendor travel to the AIRS site for installation oversight, parts, completion of repairs, and analytical system upgrades/replacements to the current configuration as used throughout the Photochemical Assessment Monitoring Stations (PAMS) network. The requirement will be fulfilled by ONSOLIDATED ANALYTICAL SYSTEMS INC (small business, UEI: CAZADL2CC9G8). The total value is $38,465.52. This sole source procurement for the specified requirement is based on the application of RFO 13.101(b). This notice hereby constitutes a synopsis of this requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time-prohibitive, and would not hinder the mission objective of supporting the Agency’s acquisition workforce. Interested parties may identify their interest and capability to respond to this requirement no later than Monday, July 6, 2026, by 12 p.m. The decision not to complete this proposed contract action is solely within the Government's discretion. Information received will normally be considered to determine whether to conduct competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This Notice of Intent is not a request for quotes/proposals. This is not a solicitation or request for offers. No solicitation package is available, and telephone requests will not be honored.
