AI Contract Overview

This project involves the restoration and enhancement of the Federal Navigation Project Breakwater at Hyannis Harbor in Barnstable, Massachusetts. The primary objective is to restore full functionality to the structure by updating outdated construction from the 1890s and 1960s using modern methods. Specifically, the final 400 feet of the vertically stacked parapet stones will be adaptively reconstructed into a rounded rubble-mound configuration using 5 to 7 ton stones. Additionally, approximately 800 feet of the breakwater previously repaired in the 1960s will be restored to its existing dimensions through the replacement of displaced stones and the addition of new armor-stone. Managed by the Department of Defense under the W2SD Endist New England, the contract requires all work to be executed entirely from marine-based plants. Due to the specific location of the structure, no staging or storage of materials is permitted in any areas adjacent to the breakwater. The project is categorized under NAICS code 237990 and aims to increase the overall durability and structural integrity of the harbor's outer defenses.

Hyannis Harbor, Breakwater Repair Project Pre-Solicitation Notice The U.S. Army Corps of Engineers, New England District will be issuing Invitation for Bids for the maintenance and repairs of the Federal portion of the breakwater at the Hyannis Harbor Federal Navigation Project (FNP), located in Hyannis, Massachusetts. This procurement is an Unrestricted Invitation for Bid (IFB). The NAICS code for the work is 237990. Construction is expected to take 5 months to complete. The estimated construction cost is $1,000,000 to $5,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The purpose of the proposed project is to restore full functionality of the outer breakwater to meet its authorized purpose and to extend the repairs made in the 1960's to enhance the durability of the structure using modern construction methods and practices. The most recent maintenance of the outer breakwater at Hyannis Harbor was performed in the 1960s when approximately 800 feet of the originally constructed, parapet stone breakwater was adaptively reconstructed. This was accomplished by repurposing some of the original parapet stones and by adding new armor-stone to form a rubble mound configuration. The last 400 feet of the outer end of the breakwater was not repaired and remains vertically stacked, parapet stones dating back to the original construction in the 1890's. Under this contract, similar to the 1960's repair area, the last 400 feet of the structure will be adaptively reconstructed by adding new 5 to 7 ton stones and repurposing some of the parapet stones in a rounded, rubble-mound configuration that will dovetail into the 1960s repair area. The remaining length of the breakwater (approximately 800 feet maintained in the 1960s) will be repaired to its existing dimensions by adding similarly sized stones and replacing stones that have been displaced from the structure. Due to the location of the structure, the proposed work will need to be totally performed from marine based plant and no staging or storage of materials will be allowed in any areas adjacent to the structure. This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about 31 May 2021. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the System of Award Management website (https://beta.sam.gov/). All responsible sources may submit a bid which shall be considered by the New England District. Additional questions may be emailed to the Contract Specialist at contact@example.gov.

Construction Services for Confined Aquatic Disposal Cell Construction and Maintenance Dredging of the Providence River Federal Navigation Project, Providence, Rhode Island.
Solicitation # W912WJ27X1CUP
The U.S. Army Corps of Engineers, New England District, is seeking information from small and large businesses for a dredging project in Providence, Rhode Island, under NAICS code 237990. The project is estimated to cost between 80 million and 100 million dollars, with a solicitation expected around March 15, 2027. Construction is slated to begin in September 2027 and span approximately two years, divided into two dredging seasons ending August 31, 2029. The scope involves the mechanical dredging of approximately 5.5 million cubic yards of material using closed clamshell buckets. The work is divided into two primary sequences. First, the contractor must construct a new Confined Aquatic Disposal (CAD) cell at Edgewood Shoals North, which includes digging an access channel and excavating 3.2 million cubic yards of material for disposal at four designated sites. Second, the contractor will perform maintenance dredging of the Providence River and Harbor Federal Navigation Project to a depth of -40 feet MLLW plus two feet of allowable overdepth, removing approximately 2.3 million cubic yards of material to be placed in the newly constructed CAD cell. Strict operational requirements include maintaining a production rate of 300,000 cubic yards every 30 calendar days, working 24 hours a day, 7 days a week. All activities must adhere to prescribed environmental windows to protect aquatic wildlife, and extensions to these windows are not permitted. Interested firms must demonstrate experience with mechanical dredging at the required production rate and open water placement in New England during winter months.
