AI Contract Overview
This solicitation, issued by the Department of Defense at Keesler Air Force Base, Mississippi, seeks proposals for the replacement of Air Handling Units (AHUs) 2, 5, and 7 at the Sablich Center (Building 701). The contract is a firm fixed-price construction project anticipated to fall within a $1 million to $3 million range and is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses. The performance period spans 210 calendar days, beginning no earlier than July 2, 2026, and ending by January 28, 2027. A mandatory organized site visit is scheduled for April 30, 2026, with proposal submissions due by May 27, 2026, at 11:00 AM CDT. Offerors must have valid credentials for base access during the site visit and submit proposals in three parts—price, technical, and past performance—formatted as specified in Section L. The evaluation follows a Lowest Price Technically Acceptable (LPTA) process, prioritizing pricing, then technical acceptability, and past performance, with strict pass/fail standards for technical and past performance elements. Pricing must be reasonable and in line with the government's independent cost estimate. The project scope includes removal, replacement, and installation activities compliant with applicable standards such as the International Building Code, UFC, NFPA, ASHRAE, and ENERGY STAR guidelines. All construction and associated tasks must meet federal, state, and local codes, with responsibilities covering demolition debris disposal and repair of any incidental damage. Insulation and materials must be delivered in sealed, asbestos-free containers to protect against contamination. Marking and labeling requirements include adherence to MIL-STD-129 and MIL-STD-101 for shipment and piping identification. Contract administration is centralized at Keesler AFB, with invoicing via Wide Area WorkFlow (WAWF) mandated. Special provisions include limitations on subcontracting percentages depending on the work type, mandatory payment and performance bonds, and requirement for key personnel disclosure. The solicitation includes multiple attachments outlining the detailed Statement of Work, specifications, drawings, wage determinations, and prior evaluation results. The government currently does not have funds obligated and reserves the right to cancel the solicitation without liability. Overall, the contract aims to ensure timely, code-compliant modernization of key air handling units while supporting veteran-owned small businesses under stringent federal acquisition rules.
