Affordable Rural Cooperative (ARC) Energy Program
Solicitation # RUS-ARC-2026
The Affordable Rural Cooperative (ARC) Energy Program, administered by the Rural Utilities Service (RUS) under the USDA, is providing approximately 175 million dollars in loan and grant funding to support the deployment of emission-free nuclear power supply and advanced transmission infrastructure. Authorized under Section 22004 of the Inflation Reduction Act of 2022, the program aims to increase the resiliency, reliability, and affordability of rural electric systems while achieving significant net emission reductions. Funding is split equally between two categories: Eligible Energy and Transmission Energy Efficiency Improvements. For project and system loans, the RUS will finance up to 75 percent of total capitalized costs, requiring awardees to provide at least 25 percent in cash or equity, though certain grants or tax credits may be used toward this requirement. The application process is a two-stage competition starting with a Letter of Interest (LOI) submitted via Grants.gov between October 19, 2026, and November 20, 2026. Eligible entities must have an active SAM registration and a Unique Entity Identifier to apply. LOIs are evaluated based on reliability, resiliency, affordability, financial feasibility, and project timing, with the New Clean Power Tool used to measure projected emission reductions. Only those who receive an Invitation to Proceed may submit a full application within 90 days of the invitation. Awarded projects must commence after the notice publication date and be completed by September 30, 2031, with a performance period of four years from the date of environmental clearance. All awardees must comply with Buy America requirements and federal non-discrimination laws.

The Arnold Engineering Development Complex intends to award a sole source contract to Siemens Energy, Inc. for the design, equipment, and installation necessary to replace medium voltage switchgear and primary unit substations at Building 879. The project involves replacing an existing 14 section, indoor 6.9kV metal-clad switchgear line-up with a 16 section, indoor 6.9kV gas insulated switchgear system. This upgrade is specifically designed to enhance safety and reliability by utilizing Siemens AG Type 8DA10 technology, which eliminates the need for arc flash personal protective equipment during operation and maintenance. A critical requirement for this procurement is the isolation of the three phases of power into separate compartments, a feature unique to the specified Siemens equipment. This design mitigates the severity of electrical faults and prevents costly system-wide shutdowns by allowing factory-trained personnel to replace damaged phases while the remainder of the switchgear lineup remains in service. The work will be performed at Arnold Air Force Base in Tennessee under solicitation number FA9101-16-R-0069.

Full Description

Arnold Engineering Development Complex (AEDC) intends to solicit, negotiate, and award a sole source contract to Siemens Energy, Inc., 1345 Ridgeland Parkway Suite 116 Alpharetta, GA 30004 for the design, equipment and installation required for replacement of medium voltage switchgear and primary unit substations. The Building 879 medium voltage switchgear replacement project removes one 14 section, indoor 6.9kV metal-clad switchgear line-up and replace with one 16 section, indoor 6.9kV gas insulated switchgear gear line-up, for Building 879. Work consists of all equipment and installation required for replacement of medium voltage switchgear in Building 879. The GIS Switchgear shall be manufactured by Siemens, no substitutions will be accepted. AEDC has the need to procure medium voltage switchgear that is reliable and safe. Gas Insulated Switchgear (GIS) is the latest technology that provides power without requiring personnel to be equipped with arc flash personal protective equipment (PPE) while operating or maintaining the GIS equipment. Hours of industry wide research, competitive bidding, and accepted maintenance and reliability practice have resulted in the conclusion that Siemens AG Type 8DA10 Medium Voltage Gas Insulated Switchgear is the only switchgear that confines each of the three phases of power in three separate compartments. This is a critical requirement from a safety standpoint and mitigates electrical fault severity to avoid costly shutdowns of the entire system. With the isolation of the phases a factory-trained Siemens employee can remove the damaged phase and replace it with the identical part from a spare cubicle, and return the cubicle to service in a short amount of time. In most cases this work can be completed with the remainder of the switchgear lineup still in service. If spares are available, a new enclosure could be installed from the spare cubicle but the entire lineup would be unavailable throughout the duration of the repair.
