This is a Request for Quotations for the National Park Service, Lava Beds National Monument has a requirement to remove approximately 185 linear feet of existing black iron fire suppression piping and replace it with a new CPVC fire sprinkler system, including the installation of a new 1-inch riser, 13 sprinklers heads, antifreeze to meet freeze protection and ensure system mixture is set per NFPA requirements, 1 gallon expansion tank, and 1 inch double check back glow preventer. Work includes testing, flushing, certification, cleanup. The Contractor shall provide all supervision, labor, equipment, testing, and supplies necessary to complete the work as identified in the project specifications and associated documents provided as attachments to the solicitation.

SMALL BUSINESS SET-ASIDE. The Solicitation number for this Request for Quotations is 140P8426Q0013. This solicitation is for commercial construction, is a 100% total small business set-aside, and will result in a firm fixed price contract to a single contractor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. The North American Industry Classification System (NAICS) code is 562998, All Other Miscellaneous Waste Management Services (includes tank cleaning services), with an associated small business size standard of $16.5M.

PROJECT SCHEDULE. The government anticipates work starting November 9 2026 and be completed within 30 days, by December 11, 2026. Assume Notice to Proceed to be issued by last week of October 2026. Refer to Attachment 1, Section III. A., and Section VI, E and F.

AFFORDABILITY. The Government seeks offers with a total price below $25,000. Quoters should not interpret this figure as a ceiling (or as a floor) on offers; rather, this information is provided as a courtesy to prospective offerors. The Government may select an offer for award with a price below, at, or exceeding this figure if it finds that offer provides the best value and funds are available.

SITE VISIT. An organized site visit is scheduled to occur Thursday, September 10, 2026 at 1pm PDT, at Lava Beds National Monument. Refer to Attachment 1, Section VI, Item B. RSVP to Phaedra_Fuller@ios.doi.gov and cc: Don_Bowen@nps.gov and Ray_Reid@nps.gov. The government understands this is very last-minute notice of the site visit but given the time of the fiscal year to which this contract will need to be awarded by, a further out date is just not possible.
