FCI Sheridan Water Loop Repair
Solicitation # 15B61227Q00000001
The Federal Bureau of Prisons at FCI Sheridan is seeking firm-fixed-price quotations for the repair of an underground pre-insulated hot-water distribution loop located in Sheridan, Oregon. This project is a total small business set-aside and requires a turnkey solution to restore operational integrity at two specific leak locations: Location A in the Armory vicinity, involving approximately 100 linear feet of piping buried five feet deep, and Location B behind Housing Unit 2, which requires isolation, component replacement, and alignment corrections. The scope of work includes excavation, structural pipe lining using trenchless multi-layer epoxy resin, mechanical repairs, hydrostatic testing, and surface restoration. All work must adhere to strict technical standards, including ASME B31.1, ASME Section IX, the International Mechanical Code, and OSHA 29 CFR Part 1926 Subpart P for excavations. Evaluation will be based on a best-value determination, where the technical approach and relevant experience are weighted more heavily than price. Quotations must include a detailed technical narrative, evidence of comparable past performance, and a firm-fixed price. Additionally, the government will require a virtual oral presentation from the proposed project manager or technical lead to discuss the repair sequence, outage management, and performance risks. Quotations are due by October 29, 2026, at 8:30 a.m. Pacific Time.
