(i) This is a Combined Synopsis/Solicitation for commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued.
Solicitation number 15B61126Q00000018 is issued as a Request for Quotation for Project 24Z6AQ2 Replace Water Heaters. Please read it and the Statement of Work in their entirety.
This acquisition is a total small business set-aside. The NAICS for this requirement is 238220 with a size standard of $19 million.
(ii) The following items are required:
Removal and disposal of FOUR (4) existing water heaters and the complete installation of FOUR (4) new water heaters for the Federal Detention Center, SeaTac, WA, as detailed in the solicitation Attachment A – 15B61126Q00000018 and Attachment B - Statement of Work. All specified parts and materials must meet current industry standards.
Awarded primary contractor shall: Acquire all parts, equipment, materials, and skilled labor to complete the removal and installation of the water heaters according to SOW.
(iii) This solicitation is expected to result in a single award, of a firm-fixed price contract for Project 24Z6AQ2 Replace Water Heaters. Far 52.212-2 Evaluation Factors (APR 2026) applies to this acquisition.
The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors outlined below and detailed in Attachment C – Evaluation Factors and Award Information, will be used to evaluate offers:
- Price – The government will evaluate the Offeror’s proposed price to ensure it is fair and reasonable; and
- Past Performance – Past performance information shall include prior experience and similar performances undertaken by the contractor; information on CPARS, and/or any other information deemed relevant by the Contracting Officer; and
- Technical – In the form of Product Offered (Identify the Product Brand or Manufacturer).
(iv) Period of Performance is 90 calendar days.

ALL qualifying candidates will be provided the opportunity to have an on-site tour of the current water heater system to have a better understanding of the removal and installation requirements.
