This project involves the replacement of the upper reach of the American Canal in El Paso, Texas, as part of a larger effort to rebuild a deteriorated concrete-lined system. The scope of work is limited to the upper segment, extending approximately 0.5 mile from the American Diversion Dam to the first highway culvert under West Paisano Drive. The primary objective is to demolish the existing reinforced concrete open channel and install a new open canal and closed conduit flow conveyance structure, increasing the flow capacity from 1,200 to 1,535 cubic feet per second. Key construction tasks include right-of-way preparation, demolition of the existing canal, installation of new reinforced concrete linings and rectangular culverts, and the management of contaminated groundwater and soils. The project budget is estimated between 5 million and 10 million dollars. To avoid disrupting irrigation, critical conveyance work must be performed during the non-irrigation season, typically between October 15 and February 28, while non-impactful activities such as staging and vegetation restoration may continue year-round.

Replacement of the American Canal-Upper Reach in El Paso, Texas General Description of the Work - The work for this project generally consists of the demolition of reinforced concrete open channel canal, and replacement with a new open canal and a reinforced concrete closed conduit flow conveyance structure. This proposed project is part of a larger project to rebuild the deteriorated, concrete-lined American Canal, which is located in El Paso, Texas. The American Canal begins at the American Diversion Dam, near the intersection of Executive Center Boulevard and West Paisano Drive (U.S. Highway 85), and extends alongside the Rio Grande for nearly 0.5 mile, where it crosses through a culvert under West Paisano Drive. After exiting this first culvert, the canal runs along the east side of highway for roughly 0.6 mile, where it crosses through a second culvert under West Paisano Drive and exits on the west side adjacent to the Rio Grande. The canal continues downstream for another 0.5 mile, at which point it connects to the Hart's Mill Sedimentation Basin, which is the beginning of the American Canal Extension, near the old West Yandell Drive overpass and the International Diversion Dam in the Rio Grande. The canal is accessible from various access points off West Paisano Drive. The American Canal is subdivided into three segments - upper (upstream), middle, and lower (downstream) segments. Each segment is separated by a highway culvert. Reconstruction of each segment will be performed separately. The work under this contract is for the second phase of the project and is limited to the reconstruction of the American Canal's upper segment only. This upper canal segment extends approximately 0.5 mile from where it begins at the diversion of American Dam and enters the first highway culvert under West Paisano Drive. The existing canal has a flow capacity of 1,200 cubic feet per second (cfs). The capacity of the new canal system will be increased to 1,535 cfs. Major Construction Tasks (1) Preparation of right of way (clearing and grubbing). (2) Construction of ramps. (3) Demolition and disposal of existing reinforced concrete canal. (4) Construction of new canal lining, cast-in-place reinforced concrete transitions, and rectangular-shape culvert sections of the canal. (5) Dewatering and possible treatment of contaminated groundwater. (6) Removal and disposal of contaminated soils and replacement with clean (non-contaminated), suitable backfill. (7) Cleaning and removing debris from jobsite. (8) Reestablishment of embankments and roadways. The magnitude of this project is between $5,000,000 and $10,000,000. Performance Period -The canal and necessary structure work for conveyance of irrigation waters shall be constructed during the non-irrigation season, which typically runs from October 15 to February 28. Only work that does not impact on the system's ability to deliver irrigation water (i.e. staging, construction/restoration of berms, fences, grounds, vegetation, etc.) may continue into the irrigation season. Solicitation, plans and specifications are expected to be posted on or about July 22, 2016 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by July 22, 2016 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days. This is a Presolicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a bid which will be considered by the agency. This is not an invitation for bid. Please do not submit a bid response to this Presolicitation Notice.
