Replacement of roof including ACM abatement at the NHDES-WRBP Paugus Park pump station in Laconia.

The New Hampshire Department of Environmental Services, Water Resources Bureau, is soliciting proposals for the asbestos-containing material abatement and roof replacement of the Paugus Park pump station in Laconia. The project involves the removal of approximately 2,015 square feet of existing gravel surface asphalt ballast roof and lightweight concrete tapered fill down to the structural concrete deck. The installation phase requires a self-adhered vapor barrier, mechanically attached tapered polyisocyanurate insulation, and a 0.060 EPDM membrane, finished with replaced roof curbs and custom 0.090 aluminum edge and fascia metal. The contractor must ensure a watertight system with tested drainage and provide a minimum 20-year manufacturer's warranty and a one-year contractor's warranty. The contract will be awarded to the lowest responsive and responsible bidder who demonstrates the necessary experience, resources, and equipment to perform the scope of work. Qualified firms must be registered in good standing with the NH Secretary of State, possess an active state vendor code, and name the agency as an additional insured on their insurance certificates. Compliance with Env-A 1800, NESHAP, OSHA 29 CFR 1926.1101, and NFPA 51B standards is mandatory. Proposals must be submitted by November 30, 2026, and include completed exhibits, references, and subcontractor qualifications. Payment will be issued within 30 days of invoice submission upon satisfactory completion of work and provision of all required disposal manifests and permits.
