The Reporting Centre in Toronto, operated by the John Howard Society of Toronto, provides comprehensive community-based support services for federally sentenced offenders on parole, focusing on high-risk or higher-need individuals transitioning from Community Residential Facilities or Community Correctional Centres to independent living. Services include case management, supervised reporting, intensive counselling, employment support, and connections to community resources, with extended hours from 10 a.m. to 6 p.m. Monday to Friday and 12 p.m. to 8 p.m. on weekends to ensure continuity of care. Offenders receive assistance with reintegration goals through monthly case conferences with parole officers, documented entries into the Offender Management System within five working days, and secure urinalysis collection using strict chain-of-custody protocols. The centre prioritizes culturally responsive and gender-aligned services, requiring at least one case management worker with expertise in women-centric risk management and staff with demonstrated experience serving Indigenous, racialized, LGBTQ2S+, and neurodiverse populations. All staff must hold RELIABILITY STATUS and PROTECTED A security clearances, comply with the Contract Security Manual and CSC Commissioner’s Directives, and ensure all documentation is in English with environmental considerations such as recycled paper use. This is a sole-source award under an Advanced Contract Award Notice, justified on the basis that only the John Howard Society of Toronto is capable of delivering the required services. The contract runs for one year from August 1, 2026, to July 31, 2027, with a fixed value of $298,728.00 excluding GST/HST, and includes options not fully detailed. Delivery occurs primarily in Toronto, excluding the National Capital Region, with services delivered at the reporting centre, offender residences, parole offices, and CRFs. Compliance with security protocols, including DOS certification and adherence to the Security Requirements Check List (Annex C), is mandatory. Contractors must submit monthly utilization reports, case summaries, and travel reimbursements under the National Joint Council Travel Directive, and all personnel must meet strict experience thresholds: a minimum of one year working with adult offenders, with at least half having two or more years of relevant experience. Public transit accessibility is required, and no competitive bidding process was conducted, as the procurement relies on pre-identified capability rather than evaluation of multiple bidders.
