The Washington Department of Fish and Wildlife is soliciting proposals through Request for Quotations and Qualifications 26-00012 for the Samish River Unit Tree and Shrub Planting Project. The project involves establishing native trees, shrubs, and willow whip mosaic communities across 17 acres in northern Skagit County to restore the site to a native condition in alignment with WRP easement objectives. The selected contractor will be responsible for procuring native plants from local nurseries and executing planting at a stocking rate of 450 to 500 stems per acre. Planting must occur between October and early November to ensure consistent rain and avoid freezing temperatures. A survival rate of 70 percent is expected, and the contractor must use off-road capable vehicles to prevent ground rutting. The contract will be awarded to the highest scoring responsive and responsible bidder, with price accounting for 70 points of the total score. Mandatory requirements for eligibility include being licensed to do business in Washington State and providing verified reference checks. Contractors must comply with various state and federal regulations, including the Buy American Act, the Davis-Bacon Act, and Washington state prevailing wage laws. Required administrative registrations include the Statewide Vendor Payment System and the Washington State Department of Revenue. Bidders must maintain commercial general liability insurance of at least 1 million dollars per occurrence. Proposals must be submitted via email to Deanna Luque by October 30, 2026, and must include the completed bidder questionnaire, cost components pricing sheet, bidder profile, and certifications and assurances.
