The Hudson River – Black River Regulating District is seeking submissions of an annual Statement of Qualifications (SOQ) from professional engineering firms to maintain an updated pool of qualified vendors for future project-specific needs. The SOQ should demonstrate expertise in areas such as safety inspections, engineering assessments, regulatory compliance, hydrologic and hydraulic analyses, structural and geotechnical evaluations, remediation, environmental compliance, design, surveying, and construction-phase services related to dams, spillways, outlet structures, and reservoirs. Firms can update previous submissions with new information instead of resubmitting complete documents. The deadline for submission is May 17, 2024, and only one electronic copy is required. The district will evaluate the submitted SOQs to identify at least three highly qualified firms for each upcoming project. Negotiations will then be conducted with the top-ranked firm to establish a fair and reasonable contract. If negotiations fail, the district will proceed with the next most qualified firm, continuing this process until an agreement is reached. This procurement process is governed by New York State laws, including restrictions on communication and requirements for vendor responsibility documentation. No awards will be made solely based on this solicitation, as it serves to pre-qualify firms for future opportunities. The district emphasizes compliance with state regulations and encourages interested firms to contact the designated representatives for further information.
