Request for Applications-Parties Interested in Licensing Space at the Quincy Mental Health Center

The Massachusetts Department of Mental Health is seeking third parties to license space at the Quincy Mental Health Center located at 460 Quincy Avenue, Quincy, Massachusetts. The primary objective is to establish a comprehensive array of community mental health services, with a high priority on maximizing acute psychiatric inpatient beds for adults in the Southeast Area, as well as providing crisis stabilization, specialized respite care, and community support. This is a licensing agreement where the successful bidder pays the Commonwealth a monthly and annual fee based on fair market rental rates for medical office and clinical buildings in the Greater Boston Area. The estimated start date for the licenses is July 1, 2026, with a procurement expiration date of June 30, 2037. Under the non-exclusive long-form license, the term shall not exceed one year and is revocable at will. Licensees are responsible for their own telecommunications, computer equipment, and specific operational costs such as housekeeping and pest control for inpatient areas. The state provides basic infrastructure maintenance, including HVAC, public water, sewer, and emergency power. Bidders must meet strict state and federal licensing requirements, including CMS certification and Joint Commission accreditation for inpatient beds. Evaluation is based on best value, prioritizing service comprehensiveness, bed maximization, net revenue for the Commonwealth, community value, and site use maximization. Applications must be submitted via COMMBUYS by February 11, 2026, and include a response narrative, a completed license form, and required financial and signatory documentation.
