Request for Digital Signatures Solution for Transport Canada (TC)

NOTICE OF PROPOSED PROCUREMENT (NPP) Solicitation No.: 2BS-2-100174Department: Shared Services CanadaDescription of Requirement:Shared Services Canada (SSC), on behalf of Transport Canada (TC), has a requirement for a Digital Signature Solution. Transport Canada (TC) is looking to implement a digital signature solution to support the need for digital signature for external clients/stakeholders. TC has assessed and concluded that an external Digital Signature vendor would be required based on the following specific business requirements: GC Certificates: TC’s internal PKI is not recognized external to the GC. Therefore, voiding digitally signed documents once received and opened by an external client/stakeholder. An external digital signature solution would solve this issue by eliminating the need for a PKI.Digital Forms: TC has over 100 external forms that require digital signatures. These forms require a third-party vendor for external clients to be able to securely and digitally fill, sign and send back to the department. Currently, external employees are only able to access forms via an external portal. Through this portal, they must print, fill out, sign and mail the documentation. An external digital signature solution would be required so that citizens can digitally fill out, sign and send a document within seconds. An external digital signature solution is also required to enhance secure accessibility through any device, and from anywhere. There are currently no solutions in place that will allow external clients/stakeholders to be able to sign using any device. At Transport Canada, inspectors would be able to use their tablets to sign and send their documents while on-site. This bid solicitation is being issued by SSC. The resulting contract will be used by SSC to provide shared services to Transport Canada. TC is currently contemplating a contract period of three (3) years, plus 2 (2) option periods of one (1) year each.  TC is currently contemplating the award of one (1) contract with Options to be utilized both by TC and by other Government of Canada Departments.
