AI Contract Overview
The United States Coast Guard is seeking information from builders and developers regarding the potential development of 180 newly constructed family housing units in Alameda, California, under a direct lease with an option to purchase authorized by 10 USC 2835. The housing units are required to include 35% three-bedroom units, 35% four-bedroom units—with 10% of those meeting ADA family housing guidelines—20% two-bedroom units, and 10% one-bedroom units. The preferred configuration is townhome-style structures, including duplexes or triplexes, co-located within a single subdivision integrated into a broader community. The proposed lease term is one year with up to four one-year option periods to extend, and the Coast Guard expects to exercise its purchase option within the first five years of leasing. All units must comply with HUD Housing Quality Standards, local, state, and federal codes, include operational utilities and appliances, and be contiguous with proper easements for access and utilities. Developers are requested to provide details on project timelines, including horizontal and vertical construction start dates and conditions, permitting milestones, unit specifications, floor plans, square footage, amenities, and upgrade options. The Coast Guard also seeks information on the developer’s capacity to scale the number of units beyond 180, as well as minimum requirements necessary for the project to be viable. An option-to-purchase fee will be held in escrow during the lease period and applied toward the purchase price if exercised, or paid to the developer if the option is not taken. All submissions are for informational purposes only and do not constitute a solicitation or a binding commitment by the government. Responses are due by July 31, 2026, and interested parties must monitor SAM.gov for any future formal solicitations. The point of contact for inquiries is LCDR Erick Jackson via SMB-CEUOakland-RealProperty@uscg.mil, with the project managed under the Department of Homeland Security’s Oakland office.

BACKGROUND
The United States Coast Guard (USCG) is considering use of leasing authority provided by 10 USC 2835, leasing with an option to purchase, for housing needs identified in Alameda, CA. A Direct Lease with the option to purchase is a form of acquisition that allows the USCG to enter into a Construction Agreement. The USCG will utilize these units for eligible CG personnel and family members who are stationed in the local area. The USCG expects to enter into a lease prior to the start of construction with lease implementation commencing once the homes have been cleared for occupancy. The USCG may execute a future option to purchase the homes outright following several years of leasing.
PROJECT SCOPE/DELIVERABLES
USCG is seeking:
- 180 newly constructed or to-be constructed family housing units comprised of the following:
- Thirty-five percent three-bedroom units
- Thirty-five percent four-bedroom unit
- 10% of three-bedroom and four-bedroom units must meet the Americans with Disabilities Act (ADA) family housing guidelines
- Twenty percent two-bedroom units
- Ten percent one-bedroom units
All interested builders and developers are encouraged to provide the availability of their offerings. Eligible properties must adhere to all local, state, and federal codes/standards. The USCG prefers that all housing units be townhome- style single family, duplex, or triplex units co-located within a single subdivision integrated within a larger community, however the USCG will consider alternatives. The Lease would be for One year with up to Four option years to extend the lease term. The expectation is the option to purchase would be executed during the first five years of the lease. The lease would be at full market rate along with each extension. An option to purchase fee paid by the Coast Guard would be held in escrow during the leasing period to be paid to the developer if the Coast Guard opts not to purchase the homes, or to be factored out of the final market rate purchase price.
PROPERTY IDENTIFICATION CRITERIA
Once USCG has had an opportunity to utilize the homes and confirm they meet operational needs it will begin processing the option to purchase.
Additional Criteria Include:
- The developer’s ability to expand the number of Coast Guard homes to higher numbers, with developer articulating their maximum possible unit limits.
- Earliest possible delivery date of the units specified.
- Date to start horizontal construction and conditions needed to begin.
- Date to start vertical construction and conditions needed to begin.
- Submit conditions of approval from the City and other permitting/zoning/design milestones to demonstrate project viability.
- The property/unit must comply with Housing Quality Standards established by HUD, and all utilities, appliances, and other furnishings must be functional.
- Information should include floor plans, room types, square footage, amenities, upgrade options, electrical specs, plumbing specs and any disclosure requirements.
- All housing units should be contiguous to each other within the housing development and include easements for access to supporting utilities and roadways.
- Information may include a day care center and/or recreation center as possible ideas to support USCG personnel.
- Information from the developer on minimum terms or requirements from the USCG to make the project viable for the developer.
If significant interest is generated among local developers in response to this RFI, the Coast Guard may facilitate an open-forum information session for interested developers with follow on breakout sessions to best understand developers’ responses to this RFI.
