The North County Transit District (NCTD) operates the SPRINTER hybrid rail service utilizing Siemens Desiro VT642 diesel multiple unit vehicles. To maintain these vehicles, NCTD requires replacement parts that comply with the Buy America requirements mandated by the Federal Transit Administration (FTA). These regulations stipulate that federally funded purchases of steel, iron, and manufactured goods must originate from domestic sources. In 2016, the FTA granted NCTD a non-availability waiver allowing the procurement of certain replacement parts for these Siemens vehicles from non-domestic sources, with the waiver set to expire on December 31, 2026. As this expiration approaches, NCTD is seeking vendors capable of providing Buy America-compliant replacement parts, including critical components such as power assemblies, truck assemblies, wheels, brake components, HVAC units, and other essential maintenance items, all manufactured within the United States and available in sufficient quantities. This solicitation, titled "Request for Information Buy America Compliant Components," was posted on October 9, 2024, with a response deadline of November 11, 2024. The project involves sourcing OEM parts that meet the Buy America standards under NAICS code 336390, with a contract value estimated between five and fifteen million dollars. Interested vendors are directed to contact Greg Wellong at NCTD for further details and can access additional information through the provided online portal. The initiative aims to ensure the continued maintenance and operation of the Siemens DMU fleet in compliance with federal requirements once the current waiver expires.
