The Bureau of Indian Affairs, under the Department of the Interior, is seeking information from potential commercial providers regarding off-the-shelf cost modeling tools through a Request for Information (RFI). Interested parties are invited to submit capabilities statements in writing, limited to 10 double-sided pages in PDF or Microsoft Word format. Additionally, respondents may request to demonstrate their software either in person at the BIA office in Reston, Virginia, or virtually. The Office of Planning and Performance Management (OPPM) aims to evaluate current commercial software options to support its Cost and Performance Management Program and potentially replace the legacy OROS Cost Modeler tool, which is outdated and no longer supported by its vendor. While this initial action is for information gathering, OPPM may issue a competitive solicitation in the future if a clear need is identified to procure a new cost modeling tool. This RFI serves as an important preliminary step in identifying viable commercial solutions that can enhance the office’s ability to manage and analyze cost and performance data. The solicitation was posted in March 2012 and seeks to engage industry stakeholders to ensure updated, effective tools are considered for support of ongoing cost and performance management efforts.
