This Request for Information (RFI) is issued by the U.S. Department of Defense, specifically through the Office of the Commander in Quantico, Virginia, under solicitation number M67854-26-I-0179, to conduct market research for mature, production-ready Commercial-Off-The-Shelf (COTS) and Non-Developmental Item (NDI) solutions within the Joint Light Tactical Vehicle (JLTV) Family of Vehicles. The purpose is to identify existing vehicle platforms, variants, trailers, mission packages, and support systems that are either currently in production, previously fielded, or capable of rapid adaptation with minimal integration, testing, or configuration changes. The Government explicitly states this RFI is not a solicitation for proposals, does not obligate any future procurement, and will not result in a contract award. Respondents are not entitled to reimbursement for costs incurred in providing information, and all submissions are voluntary and non-binding under 10 USC 4022. The Government seeks technical and commercial data on production capacity, delivery timelines, logistics support, pricing rough order of magnitude estimates, and compliance with operational requirements such as payload capacity, towing capability, off-road mobility, onboard power, CANBUS/C5ISR compatibility, and cybersecurity standards as defined by DoDI 8500.01 and DoDI 8510.01. All responses must be submitted via email no later than June 10, 2026, with a maximum length of 25 pages excluding cover and brochures, and must include mandatory information such as the respondent’s CAGE code, Unique Entity ID, business size status, socioeconomic designation if applicable, and supporting documentation. Vendors are expected to describe their ability to deliver up to three production-representative vehicles and trailers within 90 days and scale to 50 units within 10 months, with full logistics and sustainment support within 12 months, and demonstrate capability to ship within the continental United States. The Government reserves the right to use submitted information for planning purposes and to reject any input in whole or in part without further obligation. Any future acquisition will be conducted through a separate formal solicitation.

NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS.  THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.  This RFI is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services.  The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information.  No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor's submission of responses to this RFI or the Government's use of such information.  The Government reserves the right to reject, in whole or in part, any Vendor's input resulting from this RFI.  No contract will be awarded from this announcement.  Pursuant to 10 USC 4022, responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.

The Government is conducting market research to identify potential sources capable of providing a mature, production-ready, rapidly fieldable Commercial-Off-The-Shelf (COTS) and/or Non-Developmental Item (NDI) Joint Light Tactical Vehicle (JLTV) Family of Vehicles (FoV) capability and associated trailer to support Marine Corps operational requirements. Seeking COTS and NDI is consistent with the April 2025 Executive Order, titled "Ensuring Commercial, Cost-Effective Solutions in Federal Contracts.”

The Government is not seeking a new-start vehicle development effort. The Government is primarily interested in existing JLTV, JLTV-like, JLTV-equivalent, or substantially comparable light tactical vehicle solutions (referred to collectively as “JLTV” for ease of readability), including vehicles, variants, companion trailers, kits, mission packages, and support systems that are currently in production, previously fielded, previously qualified, or can be rapidly adapted with limited integration, test, and configuration changes.

Solicitation # M6785426I4208
The Marine Corps Systems Command, through the Portfolio Acquisition Executive Mission Systems, is conducting market research via solicitation M6785426I4208 to identify commercial partners for Marine Corps Cyberspace Environment Operational Support Services and Enterprise Artificial Intelligence Integration. The primary objective is to secure a large-scale, professional IT workforce of DoD Cyber Workforce Framework certified personnel to maintain and defend the Marine Corps Enterprise Network. Operating under a Government-Owned, Government-Operated, Contractor-Supported model, the requirement focuses on providing support within secure Impact Level 5 and Impact Level 6 boundaries for an estimated 250,000 NIPR and 35,000 SIPR users. A critical component of this effort is the integration of commercial AI and automation technologies to drive operational efficiencies, increase ticket deflection, and reduce manual touch-labor costs. The government is utilizing this sources-sought process to refine its acquisition strategy, including determining the optimal contract type and structuring flexible Contract Line Item Numbers. Interested respondents must provide a capabilities narrative and a detailed Vendor Comment Matrix addressing seven primary evaluation areas: company overview and past performance, AI capabilities and intellectual property, technical architecture and security, and staffing and performance metrics. Submissions are due by October 5, 2026, and must include corporate identifiers such as UEI and CAGE codes under NAICS 541513.
