The Department of Defense, through the office located in Quantico, Virginia, has issued a Request for Information (RFI) to conduct market research aimed at identifying suppliers capable of providing mature, production-ready, and rapidly fieldable Commercial-Off-The-Shelf (COTS) or Non-Developmental Item (NDI) Joint Light Tactical Vehicle (JLTV) Family of Vehicles (FoV) capabilities, along with associated trailers. This RFI is strictly for informational and planning purposes and does not constitute a solicitation for proposals or an obligation to purchase. The Government explicitly states that it will not cover any costs incurred by respondents and reserves the right to reject any submissions without entering into a contract. The primary focus is on existing JLTV or JLTV-equivalent vehicles, variants, companion systems, mission packages, and support elements that are either currently in production, have been previously fielded or qualified, or can be quickly adapted with minimal integration and testing. The effort excludes new vehicle development and is aligned with the April 2025 Executive Order promoting commercial, cost-effective solutions in federal contracting. Interested parties were invited to respond by June 10, 2026, to provide input on available capabilities that meet the Marine Corps operational requirements. The point of contact for this RFI is Kelvy P. Donovan.

NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS.  THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.  This RFI is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services.  The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information.  No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor's submission of responses to this RFI or the Government's use of such information.  The Government reserves the right to reject, in whole or in part, any Vendor's input resulting from this RFI.  No contract will be awarded from this announcement.  Pursuant to 10 USC 4022, responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.

The Government is conducting market research to identify potential sources capable of providing a mature, production-ready, rapidly fieldable Commercial-Off-The-Shelf (COTS) and/or Non-Developmental Item (NDI) Joint Light Tactical Vehicle (JLTV) Family of Vehicles (FoV) capability and associated trailer to support Marine Corps operational requirements. Seeking COTS and NDI is consistent with the April 2025 Executive Order, titled "Ensuring Commercial, Cost-Effective Solutions in Federal Contracts.”

The Government is not seeking a new-start vehicle development effort. The Government is primarily interested in existing JLTV, JLTV-like, JLTV-equivalent, or substantially comparable light tactical vehicle solutions (referred to collectively as “JLTV” for ease of readability), including vehicles, variants, companion trailers, kits, mission packages, and support systems that are currently in production, previously fielded, previously qualified, or can be rapidly adapted with limited integration, test, and configuration changes.
