Strict controls are mandated on Personally Identifiable Information, with prohibitions against using DoWEA data to train vendor AI models without explicit authorization, and requirements for explainable, traceable, and auditable AI outputs. Access to systems must be restricted to U.S. citizens, and granular data governance, including role-based, row-level, and column-level security, must be preserved even when data is exported to external analytics environments such as Microsoft Fabric or Power BI. The Department of War Education Activity (DoWEA) is issuing this Sources Sought / Request for Information (RFI) for market research purposes to identify industry capabilities for a unified, enterprise education platform supporting a global Pre-K–12 environment.
The Government is seeking information on integrated Student Information Systems (SIS), Learning Management Systems (LMS), assessment tools, special education and student support services, and enterprise operational systems, including ERP, HR, facilities, transportation, and IT service management. Of particular interest are platforms that demonstrate strong data interoperability, open API architecture, near real-time analytics, and AI-enabled insights across instructional and operational domains.
This RFI is intended to understand current industry approaches to system integration, data architecture, interoperability standards, reporting capabilities, and cloud-based platform delivery models. Responses will be used for market research and acquisition planning only and do not constitute a solicitation or commitment by the Government.
