AI Contract Overview
The Department of War Education Activity (DoWEA) has issued a Sources Sought / Request for Information (RFI) under solicitation number HE125426EDUPLATFORM, aiming to gather market intelligence for a unified, enterprise-wide education platform that supports a global Pre-K through 12 educational environment. DoWEA oversees a vast network of over 160 accredited schools across multiple countries and states, serving more than 67,000 students and employing around 15,000 staff. This RFI seeks information on integrated solutions encompassing Student Information Systems (SIS), Learning Management Systems (LMS), assessment tools, special education, student support services, and enterprise operational systems including ERP, HR, facilities, transportation, and IT service management. Emphasis is placed on platforms that offer strong data interoperability, open API architecture, near real-time analytics, and AI-enabled insights, with capabilities to ensure compliance with federal and Department of War (DoW) AI principles, data privacy laws, and U.S. data residency requirements. Responses are due by May 22, 2026, and should be directed to the contracting officer, Ms. ShaHannah Brown. This RFI is strictly for market research and acquisition planning and does not represent a solicitation or binding contract. The government is particularly interested in understanding industry approaches to system integration, data architecture, and interoperability standards, including support for educational data standards such as OneRoster and LTI 1.3. The desired solution must enable explainable and auditable AI/ML metrics, support multi-region and offline-first capabilities, and ensure 99.9% system uptime. Vendors are expected to commit to U.S.-only data storage and to allow DoWEA to apply its own AI models free from vendor lock-in. The submission guidelines specify concise, well-structured proposals limited generally to 10 pages plus appendices, requiring digital submission in PDF format by the specified deadline. While pricing and evaluation factors are not addressed in this RFI phase, the collected information will inform future solicitation planning. There are no physical delivery, packaging, or traditional contract clauses included, as this procurement centers on a cloud-based educational platform and related digital services.
