AI Contract Overview
This is a Request for Information (RFI) issued by the Naval Air Systems Command under the Department of Defense for the F-35 Joint Program Office to gather industry capability data for the disposal of Special Access Program (SAP) Information Technology equipment. The RFI, identified as N00019-26-RFPREQ-JSFCDS-0058, is strictly for planning and informational purposes and does not constitute a solicitation, nor does it obligate the government to issue a future contract. Respondents are asked to submit a structured response limited to seven pages excluding the mandatory Questionnaire (Attachment 01), which requires detailed information on business size, Unique Entity Identifier, CAGE Code, corporate address, and whether the firm holds an active Office of Special Investigations (OSI) Office of Special Projects (PJ) certification for SAP equipment disposal. Additional requirements include confirming facility security clearance at or above the classification level of the material, adherence to NISPOM and NSA/CSS Policy Manual 9-12, and compliance with physical security standards including UL-2050 certified intrusion detection and access control systems. The destruction facility must be located within 200 miles of Eglin Air Force Base, Florida, and all personnel involved must be U.S. citizens. The proposed scope involves the disposition of eight pallets of SAP IT hardware cataloged on a government-provided inventory list, with destruction tasks to be performed under a future single-award contract of less than one year. The government will handle equipment transportation and pre-destruction sanitization, with vendors responsible only for secure destruction and documentation upon receipt. Vendors transporting materials off-site must use cleared personnel or DoD-approved secure delivery methods with strict, continuous tracking from origin to facility. Acceptance of services hinges on the delivery of a Certificate of Destruction (CDRL A001) compliant with MIL-M-4410, which must include a detailed serial number log of all destroyed assets. The government will require a kick-off meeting within 20 days of any future task order award. Submission deadline is July 10, 2026, with all responses directed to Jonathan Chen and Colin McCarthy via email, and no funding is available for response preparation. Foreign contractors are prohibited, and all submissions must be unclassified, adhering to strict formatting guidelines including Times New Roman font, 12-point size, single spacing, and one-inch margins.
