Limited Source Name Brand Notice of Intent
Solicitation # HQ0034-27-NI-0001
The Washington Headquarters Services (WHS) for the Department of Defense has issued a Limited Source Name Brand Notice of Intent under solicitation HQ0034-27-NI-0001 to procure SonarWiz software for the Defense POW/MIA Accounting Agency (DPAA). This procurement is intended as a brand name award to Chesapeake Technology, Inc. (CAGE: 1SAP1), as they have been determined to be the only source capable of satisfying the agency's requirements for underwater investigation and recovery efforts in austere environments. The software will be delivered to DPAA facilities at Joint Base Pearl Harbor-Hickam, Hawaii, and must be compatible with existing equipment and NMEA0183-compliant models. The scope of work includes a three-year performance period from November 19, 2026, to November 18, 2029, consisting of a base year and two option years. Deliverables include SonarWiz Office Suite and Office Core subscriptions, virtual training, and technical implementation support. While this is a notice of intent and not yet a formal RFP or RFQ, the government will consider written capability statements from interested parties that provide clear and convincing evidence of their ability to provide remote sensing survey solutions for locating U.S. service member loss incidents. Responses are due by 12:00 PM EST on October 28, 2026, to Contracting Officer Jeanelle Joseph and Contract Specialist Dave Nag.
