Solicitation Number: Notice Type: Sources Sought Synopsis: Reactive-Chemistry Orthogonal Surface and Environmental Threat Ticket Array (ROSETTA). Request for Information DESCRIPTION The official response date is 24 May 2018 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted (as a white paper) in response to this announcement is voluntary, the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. SYNOPSIS: The Joint Program Office for Nuclear, Biological, Chemical Contamination Avoidance is seeking information on products, technologies, and/or approaches that could be utilized in the development of the Reactive-Chemistry Orthogonal Surface and Environmental Threat Ticket Array (ROSETTA). ROSETTA is a detector ticket similar to U.S military M8 chemical agent detector paper using color dye and technology. ROSETTA will be used with M8 paper for detection of liquid hazardous chemical on surfaces and provide an eye readable color change(indicated by a change in hue, saturation and/or luminance to the unchallenged portion of the paper, ticket, or coupon).ROSETTA will respond to the chemical threat which enables personnel to report the event. This information will support increased situational awareness and improve battlefield management. Information on products, technologies, and/or approaches received may be used to support future test programs. The technology (ies) may be currently commercially available, or in any phase of research and development. Please indicate whether the product, technology, or approach is mature, under development, or is in basic research. The primary focus of the overall Rosetta program is the detection and presumptive identification of threat chemical compounds in a liquid states. If possible, response to a vapor, solid, or aerosol. The JPM-NBC-CA is primarily interested color detection technologies that provides: 1. A color change within 30 seconds (indicated by a change in hue, saturation and/or luminance to the unchallenged portion of the paper, ticket, or coupon) 2. A format that allows a challenge of up to 5 microliters of liquid without completely saturating the ticket, preferably a ticket no larger than 2 x 4 inches (approximately 51 x 102 millimeters) 3. Human eye readable response is preferred. This RFI will accept machine readable responses. INFORMATION SOUGHT: If applicable and/or available, the type of information requested on each of the products, technologies, and/or approaches is (any information is acceptable): - Response time (seconds) - Size format - Ticket substrate - Indicate if color change response is due to a chemical or physical reaction - Type of indicator dye used - How is response indicated (eye readable preferred) - Indicate if technology is commercially available, is an engineering prototype or is a research prototype - The suggested cost of the product if commercially sold and a cost estimate if in engineering or research prototype development. - False Positive Rate - Operational Environment - Expected operational Life - Expected Shelf Life - Target Detection Capabilities (Interested Areas: liquid chemical warfare agents: GB, VX, HD, lewisite); will product detect liquid, solid, aerosol and/or vapor?) - Test Results (to include those from 3rd party vendor) Respondents: All interested firms, manufacturers, academic institutions, non-profit research institutions and laboratories, regardless of company size, are encouraged to respond to this RFI. Response format: Documents shall be provided in Microsoft Word (doc or docx) or portable document format (pdf). The response should be no longer than 10 pages or not exceed 3 MB in size. Times new roman type preferred, font shall be 12-point minimum, figure, picture, and table captions excepted. Responders should provide the following: Point of Contact Name, Company Name, Address, Email, Phone, DUNS number, NAICS Code, and whether or not vendor is a small business (include number of employees). Submission instructions: All responses must be received by 12:00 noon eastern on 24 May 2018. Responses shall be sent by e-mail to: CWMD-contracts@ati.org, with Subject Line of Responding Organization and ROSETTA Request for Information. Material that is advertisement or marketing in nature is not desired. If a solicitation is subsequently released based on the responses to this RFI the first choice for an acquisition vehicle, if appropriate, will be the Countering Weapons of Mass Destruction (CWMD) Other Transaction Agreement (OTA). Responders may submit contracting and administrative questions via email to cwmd-contracts@ati.org. On subject line of email, please indicate "ROSETTA Request for Information - Question." All information supplied will be considered proprietary, unless otherwise specified or available from other sources without restriction. This RFI is for information and planning purposes only. This is not an Invitation for Bid (IFB) or a Request for Proposal (RFP) and is not a commitment by the Army Contracting Command. Responders are solely responsible for all expenses associated with responding to this RFI.
