The Department of Health and Human Services (HHS), through its Office of Mission Acquisition Solutions (OMAS), is conducting a request for information (RFI) to gather feedback from qualified industry and public stakeholders on advanced artificial intelligence (AI) uses and features. This effort supports ongoing market research to inform a potential future solicitation related to enterprise-wide AI deployments within HHS. Responses are sought on scalability strategies, contract and licensing structures, assumptions or constraints in the draft Statement of Objectives (SOO), and recommendations for more effective or efficient approaches to meet the outlined objectives. The feedback will help shape acquisition methods, including possibilities for enterprise blanket purchase agreements (BPAs), enterprise licensing agreements (ELAs), or other vehicles. Respondents are encouraged to provide company profiles, capabilities, current government contract vehicles, non-binding pricing information, suggestions on NAICS codes, estimated response timelines, special terms, and any additional feedback that could improve future solicitations. Participation is voluntary and not all information requested must be provided. This RFI does not constitute a solicitation or an obligation on the part of HHS, and the government will not compensate for any information submitted. Communications will be handled via written submissions only, with no telephone inquiries accepted, and the government does not plan to give individual feedback on responses. All input will be used solely to guide HHS in developing a future procurement strategy related to AI advanced model deployment and management.

The Department of Human Services (HHS), Office of Mission Acquisition Solutions (OMAS) requests feedback from qualified industry and public stakeholders as part of its ongoing market research into artificial intelligence (AI) uses and features.


This draft SOO is informed by HHS market research on advanced AI provider capabilities and by public Federal policy references. The final solicitation, if issued, may include separate instructions, evaluation criteria, provisions, clauses, attachments, and security/privacy documentation.


Requested Information:


HHS seeks feedback from industry on the attached Statement of Objectives (SOO). Interested parties are invited to submit a response by the date specified in this notice to the posted point(s) of contact, with the subject line "7571TE26Q00036_RFI." HHS is particularly interested in feedback regarding the following:


  1. Scalability approaches that support growth from pilot-scale deployments to enterprise-wide deployments while maintaining commercial parity, governance, security, and operational effectiveness.
  2. Recommended contract structures (clarity/understanding of draft notional Contract Line Item/CLIN concept– Section 6, line definitions and corresponding scope), option structures, quantity-expansion approaches, enterprise licensing approaches, and transition strategies that may inform future HHS enterprise BPA, ELA, and related acquisition vehicles.
  3. Any assumptions, requirements, constraints, definitions, objectives, contract structures, security approaches, commercial models, implementation approaches, or other elements contained in this Draft SOO that may unintentionally limit innovation, competition, commercial parity, deployment flexibility, enterprise scalability, or Government value.
  4. Recommendations for alternative approaches where the objectives described in this Draft SOO may be achieved more effectively, efficiently, securely, rapidly, or economically.

HHS requests that organizations which believe they can furnish these services also provide:


  1. A company profile
    1. Uniform Entity Identifier (UEI)
    2. Business name - including DBA if applicable
    3. Business address
    4. Primary and alternate point-of-contact name and e-mail
    5. Business size
    6. Socio-economic status/participation (e.g. 8(a), WOSB, SDVOSB)
  2. A brief statement of the company's capability
  3. Information on any existing governmentwide vehicles under which HHS could procure these services including:
    1. The contract vehicle name (e.g. GSA MAS, CIO SP3)
    2. The specific category, special item number, pool, etc. for these services.
    3. The contract number(s)
    4. The current period of performance
  4. Non-binding pricing information, such as:
    • Commercial price lists
    • Pricing under GWACs or other governmentwide vehicles
    • An informal quote
    • A rough order of magnitude
  5. The suggested NAICS code for this requirement and rationale, if different from the one proposed in this notice.
  6. A realistic response time for solicitation for this type of requirement.
  7. Any special terms and conditions HHS should be aware of or include in future postings related to this effort.
  8. Feedback regarding technical or operational information the Government would need to provide to provide accurate responses for any future solicitation.

Interested parties are not required to submit all requested feedback to respond to this notice.


Telephone inquiries will not be accepted or acknowledged, and the Government does not anticipate providing feedback or evaluations to companies regarding their submissions. Interested parties may submit questions regarding the requirement; however, the Government does not anticipate providing feedback or responses to questions. All questions may be used to inform market research.
