BEYOND Phase 2
Solicitation # 697DCK-26-R-00423
Screening Information Request 697DCK-26-R-00423 is a competitive selection process for the Federal Aviation Administration's BEYOND Phase 2 program, managed by the Unmanned Aircraft Systems and Advanced Air Mobility Integration Office. This initiative seeks to award up to eight Other Transaction Agreements (OTAs) to State, Local, Tribal, or Territorial (SLTT) governments to test and evaluate emerging aviation concepts. The program focuses on four programmatic areas—infrastructure, scalability, safety, and automation—and five operational challenges, including controlled airspace, on-airport operations, and cross-border flights. This is a non-funded process where participants are responsible for their own costs, and the period of performance extends through September 30, 2029. Eligible offerors must be instrumentalities of an SLTT government, provide a letter of attestation, and maintain an active registration in the System for Award Management (SAM). Proposals are evaluated on a pass/fail basis for eligibility, followed by a holistic confidence rating of the Technical Submission Package based on goal specificity, innovation, alignment with FAA priorities, and the use of SMART methodology. Following several extensions, the final proposal submission deadline is October 30, 2026, at 3:00 pm ET. Submissions must be sent via email in PDF format, adhering to strict page limits and formatting requirements, including a 26-page limit for the main technical narrative.

Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Aviation Research BAA 2025, solicitation number 692M15-25-R-00004, is a long-term initiative sponsored by the Federal Aviation Administration (FAA) to support basic and applied research at the William J. Hughes Technical Center for Advanced Aerospace. Valid from December 5, 2024, through December 4, 2034, this Broad Agency Announcement seeks to advance the state-of-the-art in aerospace safety and efficiency across five primary program branches: Airport Technology R&D, Software and Systems, Structures and Propulsion, Separation Standards Analysis, and Fire Safety. The FAA encourages submissions from a diverse range of offerors, including academia, industry, and small businesses, to address evolving air transportation challenges. The solicitation utilizes a phased submission process where interested parties first submit brief white papers for specific Topics of Interest. If a white paper is deemed meritorious, the FAA may request a formal proposal consisting of a technical volume and a price/cost volume. Awards are made bilaterally based on a favorable feasibility assessment, with cost analyzed for reasonableness and realism rather than being a rated factor. While funding varies by project, rough order of magnitude estimates range from $100,000 to $1.2 million per award, with many projects anticipated to be funded annually for a period of 12 to 36 months. All offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award.

NSF Ecosystem for Low-dimensional Electronics: Growth, Assembly, Nanoelectronics, and Translation (NSF ELEGANT)
Solicitation # NSF-OTASO-FY26-ELEGANT
The National Science Foundation's ELEGANT program is a translational initiative designed to move low-dimensional semiconductor technologies, such as 2D materials and 1D nanotubes, from laboratory settings into industrially viable platforms. The program aims to enhance U.S. leadership in advanced microelectronics to support artificial intelligence, high-performance computing, and national security. This effort is structured as an Other Transaction Agreement (OTA), meaning it is not a traditional FAR procurement contract. The program seeks an Ecosystem Coordinator and Expert Performer Teams to execute five specific translation themes: Manufacturable Materials Platform, Process Technology and Process Design Kit, Device, Circuit and Full-Chip Demonstration, Manufacturing Readiness and Transition, and AI-Enabled Acceleration. The total anticipated funding for the six-year period of performance is up to 150 million dollars, with specific allocations ranging from 6 million to 43 million dollars across the various themes and the coordinator role. Performance is outcome-based and measured by industry-adoptable Translational Endpoints, utilizing a phase-based Go/No-Go milestone system to validate technical quality and manufacturing readiness. Key requirements include the use of domestic fabrication and testing infrastructure, with the majority of work performed in the United States. Proposals are due by December 18, 2026, and will be evaluated on a highest merit basis, focusing on translational credibility, technical experience, and the realism of execution plans.

Synchronized Persistent Army Experimentation (SPARX)
Solicitation # W91CPT25XSPRX
Synchronized Persistent Army Experimentation (SPARX) is a collaborative Request for Information (RFI) managed by the Combat Capabilities Development Command (DEVCOM) under the Transformation and Training Command (T2COM). The program serves as the primary entry point for industry partners to submit information regarding technology demonstrators, prototypes, and fielded systems for consideration in Army experimentation events. The goal is to integrate novel capabilities into operationally relevant environments to support Army Modernization Priorities, Cross Functional Teams, and Multi-Domain Operations across air, land, sea, space, and cyberspace. Interested companies must submit a SPARX Technology Overview template to sparx@army.mil, ensuring that no proprietary information is included. Submissions are evaluated by subject matter experts based on Technology Readiness Level (TRL) and Integration Readiness Level (IRL). If selected, industry partners will coordinate directly with event planners regarding participation requirements, which may include providing a detailed training plan for Soldiers, addressing safety and frequency requirements, and disclosing any components in Unmanned Aircraft Systems sourced from China, Russia, North Korea, or Iran. This notice is for planning purposes only and does not constitute a request for proposal or a commitment by the government to award a contract.
