The Broward County Office of Regional Communications (ORCAT) has issued a Request for Information (RFI) to identify a suitable Law Records Management Software solution that meets their operational needs. The county is specifically seeking a system that offers a centralized, real-time accessible repository integrating data from multiple sources, with capabilities for incident reporting, case management, data analytics, evidence tracking, and court preparation. The software must support a hybrid cloud and on-premises deployment, ensuring redundancy and disaster resilience, and should be compatible with Broward County’s existing Motorola Computer Aided Dispatch System. It must also adhere to current and future criminal justice information standards, facilitating multi-agency data sharing and interoperability across jurisdictional boundaries. The county has identified Niche Technology Inc.’s NicheRMS365 as a potential sole source provider, emphasizing its ability to deliver a scalable, interoperable platform that enhances law enforcement efficiency and proactive crime prevention. This RFI is not a solicitation for pricing or purchase but aims to determine whether the specified software is available from multiple sources or if the proposed solution is the only viable option meeting the county’s requirements. Vendors are encouraged to submit detailed information demonstrating their capability to fulfill these needs through the electronic bidding system by October 24, 2024. The county’s Director of Purchasing will evaluate submissions and decide whether to designate the software as a sole source, a decision that will be final and not subject to objection or appeal.

The Director of Purchasing shall have sole authority in deciding what is comparable. The Director of Purchasing shall consider such submittals and notify all submitting vendors (thru the electronic bidding system) of the decision whether to designate as a Sole Source/Brand, which decision shall not be subject to objection, protest, or appeal.
